What the inspector wrote

wearing masks and 3/3 were staff were wearing face masks. LPAs observed the 19 children playing outdoors had their masks labeled and stored in a cart. During staff interviews it was disclosed the facility’s policy requires children age 2.5 years and above to wear face masks indoors and disposable face masks are provided to all children in care. LPAs observed disposable masks available at the facility for children in care. Interviews conducted with witnesses corroborated the statement that mas ks are required for children ages 2.5 and older. The facility website, www.abcformepreschool.com, has COVID-19 Prevention and Guidelines that state “Face coverings are mandatory unless the child is under 2.5 years old...” The current California Department of Public Health (DPH) COVID-19 Guidance for Early Childhood Education Providers Requirements and Best Practices dated 8/02/2021 states children ages 24 months and older are required to wear a face mask indoors. Masks may be removed during nap time or when children are eating or drinking. LPAs provided a copy of the guidance to the Director. LPAs also provided a copy of the Face Coverings Q & A from the California Department of Public Health. Based on interviews conducted and record review, the preponderance of evidence standard has been met, therefore the above allegation is found to be Substantiated. A finding of Substantiated means that the allegation has been found to be valid because the preponderance of the evidence standard has been met. A Technical Violation is being issued under 101223(a)(2) Personal Rights section to protect the health and safety of children in care. Exit interview was conducted with Director, Adetayo Abon. The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. END OF REPORT: PAGE 2 OF 2
