What the inspector wrote

On 04/014/26, Licensing Program Analysts (LPAs) Kamile Martin conducted an unannounced annual inspection to the above facility. A risk assessment was conducted upon entry. LPA (s) met with Licensee Margaret Hernandez who led LPA(s) on a tour of the facility. There were 0 children present. A current children’s roster was available for review. Licensee has 0 children enrolled. Present in the home during inspection was licensee. This is a single family home which consists of 4 bedrooms, 2 bathroom, kitchen, dining room, living room, backyard, garage and front yard. The children use the bathroom in the hallway, living room, dining room, kitchen,1 bedroom and backyard yard. All areas were inspected as noted in the facility sketch initially submitted. Per licensee children nap in the living room. Per licensee, areas off limits to children and parents include: 2-bedroom front yard,1 bathroom and garage. LPA(s) did not observe any hazards that can harm the children in care. The LPA(s) toured all areas used by children during this visit. Hours of operation are Monday- Friday 6:00am-12:00pm. License does provide transportation. Licensee states she has no pets in the home and is the only adult living in the home. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. Per Licensee there are NO firearms in the home. Bodies of water were not observed at this facility. There are no deficiency’s being cited during this visit. The following was observed and reviewed during this inspection. Cleaning compounds, and medications were observed to be inaccessible to children. Per licensee, there are no poisons kept in the home. The restroom that children use was observed to be safe and sanitary. There is telephone service via cellphone and landline. The home is observed to be clean and orderly with central ac and heater. A fireplace was observed in the home with a child lock. Licensee provides lunch, snack ,and dinner. Licensee is on the meal program. There are toys available for children. There are first aid supplies available. Per Licensee the ill isolation area is located in the bedroom playroom. LPA()s observed the following required posted documentation in the main entry way of the playroom: Facility License, (LIC) 9148- Earthquake Preparedness form, Publication (PUB) 394- Notification of Parent Rights, and the Car Seat PUB and emergency drill log and Emergency Disaster plan LIC610. LPA(s) observed a fire extinguisher licensee will have it serviced this week. LPA(s) advised licensee that fire extinguisher needs to be serviced every year or purchased every year and retain the receipt. Per Licensee she will contact services to service her fire extinguisher. Smoke and carbon monoxide detectors were tested and are operable. All homes shall conduct fire and disaster drills at least once every six months and document the date and time of each drill. Licensee does not have children in care, drills have not been conducted. Smoking is prohibited in a licensed Family Childcare Home. Per Licensee, no one smokes in the home. Currently, children are using the back yard for outdoor play time . The outdoor play area was observed to be fenced. LPA(s) observed the outdoor yard to have appropriate toys and other materials for children to use . LPA did not observe objects that can pose danger to children in the outdoor yard. The licensee is observed to be operating within the license capacity limitations. Children and adults’ records were reviewed and are up to date with required documents. Licensee ‘s CPR is current and expires 5/27. Licensee Mandated Reporter AB 1207 mandated reporter certificate is current and expires 5/27 Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22- 02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA (s)discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA (s)also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Megan’s Law - During the exit interview, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Please complete the survey and share your inspection experience.
