What the inspector wrote
On 02/12/2025 , at 10:15 am Licensing Program Analyst (LPA) Shushanik Safaryan conducted an annual random inspection to the above facility. LPA met with Nona Baroma , Licensee to whom the reason for the visit was explained. Per Licensee, there are 15 children currently enrolled. There were 12 children and licensee`s two assistants present upon arrival. Licensee`s husband was present too. The licensee was observed to be operating within the license capacity limitations.
During this inspection individuals who reside in the home were discussed and notes on Confidential Name List (LIC811) and attached to this report. Per applicant operation hours are Monday to Friday , 08:30 a.m. to 5:00 p.m.
During this visit, all areas identified that are accessible for children to use were inspected for the safety, comfort, and cleanliness.
The is a two story home located on the first level. The home consists of 5 bedrooms, 3 bathrooms, kitchen, living room, dining room, covered patio, detached garage, front yard and backyard (fenced).
Per licensee, children use the one bedroom adjacent to the backyard, one bathroom in the hallway, living room, dining room, outdoor covered patio and back yard (fenced).
Per licensee areas off limits to children and parents include: kitchen, master bedroom on the first floor, bathroom in the master bedroom, entire second floor which consists of two bedrooms and one bathroom, detached garage, and front yard.
At 10:30 am , Licensee guided LPA to the tour of the home. LPA was toured starting from the living room where observed children mats , per licensee children use this room for napping .LPA observed fireplace in the living room that is screened making it inaccessible to children. Next LPA toured the dining room and observed dining table and chairs . LPA observed child safety gate between kitchen and dining room making kitchen inaccessible to the children. In the kitchen LPA observed required 2A 10BC fire extinguisher fully charged with the service tag and service date 07/05/2024.in the kitchen. Smoke and carbon monoxide detectors in the living room were tested and are operable. In the kitchen towards the laundry area LPA observed white dog (Samoyan) behind the safety gate .

Per licensee dog is always in off limit area and not accessible to the children . Next LPA toured the bathroom in the hallway and did not observe any hazards . In the hallway , LPA observed child safety gate blocking off limit areas and making inaccessible tot the children. LPA toured the bedroom available to the children and observed 2 cribs , per licensee cribs used for infants. LPA observed stairs to the second floor blocked with child safety gate . Next LPA exit to the covered patio where observed 12 children with 2 assistants . LPA observed children tables, chairs , toys. From the covered patio LPA observed door to the licensee`s bedroom and door to the kitchen where dog was located .Doors observed to be closed. Per licensee doors are always closed and not in use. Next LPA toured the back yard and observed children\342\200\231s toys. LPA observed detached garage used for the storage. LPA did not observe any objects that can pose a danger to children on the outdoor yard. The licensee states that supervision is always provided. Per licensee parents use side gate to enter to the facility . LPA observed required posting on the kitchen door that was visible from outside.
There is central air and heating in the home. Detergents, cleaning compounds, and medications were observed to be inaccessible to children. Per Licensee, there are no poisons in the home. LPA advised that any poisons should be locked under key or combination lock. Licensee states that there are no firearms or weapons stored in the home.
All homes shall conduct fire and disaster drills at least once every six months and document the date and time of each drill. Last drill documented was conducted on 01/15/2025.The home is observed to be clean and orderly. There are first aid supplies available in the kitchen . There are age-appropriate toys available for children.
Per licensee, she does not provide food for children in care, she only provides milk. Licensee was advised that if food is brought from the children\342\200\231s homes, all containers must be labeled with child\342\200\231s name and properly stored or refrigerated.
Licensee and staff records were reviewed. The licensee has completed training on preventive health practices including Pediatric First Aid and CPR. The licensee's Pediatric First Aid and CPR expires on 06/2026.LPA observed that the Licensee does have proof of Mandated Reporter AB 1207 compliant Child Care Training Certificate on file with expiration on 07/23/2025.

At 11:21 am , LPA observed one assistant was missing record of immunization. Per licensee she will obtain proof and will provide to LPA.
Per licensee , she only cares for one infant over 12 months.
At 11:30 am , children\342\200\231s records were reviewed, including emergency information and observed to be complete.
LPA created an LIC 857 and LIC 859 , Children\342\200\231s Record Review and Staff records view which documents staff and children\342\200\231s files reviewed during this inspection.
Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home.
LPA did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Saucer Chairs, and/or any other item that fall into these categories are not permitted in a family childcare facility.
This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
LPA advised the licensee how to access forms, regulations and quarterly updates on the Child Care Licensing website at

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California
During the exit interview, the LICENSEE Nona Baroma , confirmed that there are no Registered Sex Offenders living in the facility.
Based on the LPA\342\200\231s observations and records review, the following deficiencies listed on the attached LIC 809D (deficiency page) are being cited in accordance with California Code of Regulations Title 22. Deficiencies that are being cited need to be cleared to protect the children\342\200\231s health & safety.
LPA discussed all the deficiencies cited during today\342\200\231s inspection with the licensee. Per licensee, she understands all the deficiencies and plan of correction .
A notice of site visit was given and must remain posted for 30 days.
Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
