What the inspector wrote

On 10/28/2025 Licensing Program Analysts (LPAs) Mariah Aguirre and Monique Ayala conducted an unannounced annual inspection at the above facility. Upon arrival at 10:30AM, LPAs met with director Enoka Attale. At 11:00AM LPAs were led on a tour of the facility. This is an infant program consisting of 1 classroom with 8 children enrolled. Per licensee and upon LPA\342\200\231s observation, there are 6 children present with 2 staff. Per director, the facility does not allow volunteers or assistants to be at the facility at any time. The facility operates Monday-Friday from 6:30AM to 6:00PM. LPAs observed all required forms/publications to be posted by the entrance. Snacks/ lunch menus were reviewed to ensure that they are being posted a week in advance where it is visible for the child\342\200\231s authorized representative. No menus were observed in the preschool classroom as parents provide the children with meals and snacks. LPAs observed each infant to have a labeled container with their individual snacks in the fridge. Per director, infants parents provide meals and snacks for children in care. Per Director, no infants enrolled consume breast milk or formula at this time, but in the event a new infant does enroll in the program and does consume formula or breast milk, proper storage and consumption protocols are followed. LPAs entered and inspected the infant classroom. While touring the classroom, LPAs observed the classroom to be clean and orderly. The classroom was in ratio and LPAs observed cribs labeled with the infants names to be clean and have a fitted sheet. Per Director, parents provide five sheets for each infant, as the facility changes the infants crib sheet daily. LPAs observed one infant to sleep on a napping mat with a fitted sheet, and per Director the infant is preparing to transition to the preschool age license this upcoming week. Infants spare sheets, diapers, and wipes are stored in labeled cubbies. Furniture and equipment in the preschool classrooms are in good condition, free of sharp, loose, and pointed parts. All floors are clean and safe. Page 1 of 4 All storage containers for solid waste were observed to have tight-fitting covers and are in good repair throughout the facility. Sufficient individual storage space for infants was observed as cubbies were available to children with their names on them. First aid supplies are available and complete if use is needed, and is stored in the kitchen. Per Director, no infants in care have allergies and no medication is given. Upon observation, LPAs saw that the fire extinguisher has not been serviced since April 2024. LPAs advised Director to get the fire extinguisher serviced at their local fire department. Facility has a functioning carbon monoxide detector that meets the necessary requirements issued by the state. A changing table was observed in the infant classroom to have a changing pad at least one inch thick and to be within arms reach of a sink. Hot water is available for children\342\200\231s use in restrooms. LPA observed the outdoor play area. The play area was observed to have proper play equipment and is maintained in a safe condition and is free of hazards. All play structures were observed to be properly enforced and free of hazards. Teacher- child ratios were observed to be in accordance with Title 22 regulations. Staff names were recorded, and all children were observed to be under visual supervision of a teacher during the tour. The director is within the conditions, limitations, and capacity specified on the license. All areas identified on the facility sketch was inspected. At the end of the inspection, facility records were reviewed. Sign in and out sheets were reviewed to ensure that the person who signs the child in and out uses their full legal signature and records the time of day the child is being dropped off and picked up. Upon review, children\342\200\231s individuals signing the child in and out do use their full legal signature. Criminal record clearance for all staff was reviewed. Verification of CPR and First Aid, as well as health preventative practices were reviewed. Page 2 of 4 The childcare center director and fully qualified staff qualified to act in the director\342\200\231s absence Is complete and on file. Educational background, required trainings, and experience for staff present at the facility was reviewed. A collection of random children\342\200\231s files was reviewed to ensure completeness. Childrens\342\200\231 files were complete. 15 minute sleep logs were reviewed to be complete for all children in care. For additional information regarding the inspection and its tools and methods, please visit the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/inspection-process Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was not completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA provided facility the information to have Water Sampling registered. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Page 3 of 4 Facility Representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. A notice of site visit was given and must remain posted for 30 days. Exit interview was conducted and report was reviewed with Director at 12:00PM. Copy of report was given to assistant director and no citations are being issued at this time. Page 4 of 4
