What the inspector wrote

Upon arrival, LPA was greeted by licensee's husband Al Aguirre and he stated that there were no kids today and his wife left to Walmart. LPA stated purpose of visit and attempted to call licensee. Licensee did not answer. Al called licensee and she stated that she was on her way back from Walmart. Per licensee, she only has a few kids and they only attend part time. LPA stated purpose of visit and inspection must be done. Licensee arrived home at 10:45am, and Licensing Program Analyst (LPA) Stephanie Li conducted an unannounced annual inspection to the above facility. A risk assessment was conducted upon entry. LPA met with Licensee Armida Aguirre, who led LPA on a tour of the facility. There are currently 6 children enrolled. There were 3 adults and 1 child present upon arrival. Facility capacity is in compliance for a Large Family Child Care Home. Hours of operation are Monday-Friday, 7:00am - 6:00pm. This is a one story home connected front house and back house, which consists of 4 bedrooms, 3 bathroom, living room, dining room, 2 kitchens, laundry room, back yard (fenced) and detached garage. Children have access to the back house, back kitchen, day care room, nap room, bathroom, and backyard. Off-limits to children in care are front house, 2 bedrooms, 2 bathrooms, front kitchen, and detached garage. Per Licensee, there are no weapons or fire arms on the property. No bodies of water were observed. Per licensee, they use blue kiddie pool for water play. LPA advised about water safety certificate requirement and to obtain it on American Red Cross. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. There is central ac and heat and window ac unit. There is telephone service via cellphone that stays at the facility during operation hours. Licensee\342\200\231s cell number and email were verified during visit. pg. 1 of 4 The following was observed and reviewed during this inspection: LPA observed that the following required postings were up: Facility License, Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness form. LPA reviewed facility records for LIC 9040- Facility Roster, LIC 610- Facility Disaster Plan. All homes shall conduct fire and disaster drills at least once every six months, and document the date and time of each drill. Log was observed on parent board, last drill conducted 12/2024. LPA advised to conduct a review of emergency practices with the children in care and log on drill form. A blank drill form was provided. Licensee stated that she is retiring soon and is phasing out. LPA advised that if she closes, to notify licensing and fill out form on bottom of renewal fee letter and mail back original license along with fee letter. There are toys, equipment and learning materials available for children. There are cots available for each child to nap. First aid kit is available. Drinking water is available through filtered Brita pitcher. Licensee provides breakfast, lunch , and snack. LPA observed the required fire extinguisher 2A 10BC, last serviced on 07/1/2024 per service tag. Per State Fire Marshall standards, fire extinguishers shall be serviced annually. Smoke and carbon monoxide detectors were tested and are operable. Cleaning compounds, and medications were observed to be in assessable. Per Licensee, there are no poisons in the home and understands that all poisons must be locked, to be made inaccessible to children. Licensing staff reminded licensee smoking is not allowed in a family child care home. The restroom that children use was observed to be safe and sanitary. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. pg. 2 of 4 At 11:30am, LPA observed the back yard area. The outdoor play area was observed to be fenced. At this time, children are using the back patio for outdoor play time and curriculum. There is appropriate play materials, climbing gym, and trikes for children to use. There is a detached garage that is inaccessible to children in care. The licensee is observed to be operating within the license capacity limitations. Adult and children\342\200\231s records were reviewed, including emergency information and were observed to be complete. The licensee has completed training on preventive health practices including Pediatric First Aid and CPR. The licensee\342\200\231s Pediatric First Aid and CPR expires on 7/25/2025. Licensee has completed Mandated Reporter AB 1207 Child Care Training exp 7/20/2025. Incidental Medical Services (IMS) is not being provided at this time. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. LPA advised the licensee to access forms, regulations and quarterly updates on line at: www.ccld.ca.gov . For additional information regarding the inspection and its tools and methods, please visit the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/process . pg. 3 of 4 Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Currently, the licensee is in compliance with California Title 22 Regulations. There are no citations being issued today. During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted, report reviewed and appeal rights was reviewed with Licensee Armida Aguirre. pg. 4 of 4
