What the inspector wrote

Licensing Program Analyst (LPA) Susann Sanchez conducted an unannounced random 1 year inspection to the above facility. LPA met with Yolanda Elliott, Licensee who guided analyst on a tour of the facility at 11:35am. Also present during this inspection were one licensee\342\200\231s assistant. During inspection 3 children and 1 infants were present. A current children\342\200\231s roster is available and is current. This is a two-story home which consists of five bedrooms, four bathrooms, kitchen, dining room, office, den, living room, learning room, and side-yards (2) backyard and front yard. The children use the the learning room, two nap rooms, bathroom in the hallway, the bathroom on the right nap room, living room, dining room area, front and side yard. Per licensee, areas off limits to children and parents include: upstairs, office, den and garage. The back yard and right side yard of the house is also off-limits. The licensee provides food for children in care. The licensee states that two adults currently live in the home. Licensee states that she currently has one assistant. All individuals present in the home have obtained a criminal record clearance or exemption prior to working, residing or volunteering in a licensed home. All areas identified on the facility sketch that children use, were inspected for safety, comfort, cleanliness, telephone service, ventilation and heating (central). The following was observed and reviewed during this inspection. PHYSICAL PLANT Detergents, cleaning compounds, medications, and other items which could pose a danger are inaccessible to children. Cleaning products is locked in the garage and some under the sink in the kitchen that was also locked. The licensee states that there are no poisons in the home and understands that storage areas for poisons must be locked. PAGE - 01 of 03 LPA did not observe any fireplaces and open face heaters. The valve on the required 2A 10BC fire extinguisher indicates fully charged and was serviced on 04/30/2021, as indicated on service tag. Per State Fire Marshall standards, fire extinguishers shall be serviced annually. Smoke and Carbon detector was tested and is operable. All homes shall conduct fire and disaster drills at least once every six months, and document the date and time of each drill. Last drill documented was conducted on 08/20/2021. The licensee and other personnel have completed training on preventive health practices including Pediatric First Aid and CPR which expire 10/23/2023. There is heating and ventilation for safety and comfort. There are toys available for children. The licensee states that there is a cell phone that is used and stays at the facility during operating hours. At this time, children are using the side yard and front yard for outdoor play time. The licensee states that supervision is provided at all times. Per Licensee there is a jacuzzi, LPA observed the jacuzzi in an off limit area (in the side yard, the right of the house), the jacuzzi is blocked off and there are gates on both sides of the side yard. LPA also observed a heavy cover with locks on top of the jacuzzi. Pictures were taken. Per Licensee there are no firearms on the premises. H&S 1597.622: Commencing September 1, 2016, a person shall not be employed or volunteer at a family day care home if he or she has not been immunized against influenza, pertussis, and measles. The following items were also discussed with licensee during this inspection. PETS : There is a small dog on the premises. POSTING REQUIREMENTS : Emergency Disaster Plan, Parent\342\200\231s Rights Poster and the Facility License are observed to be posted in the learning room. PROHIBITED: Infant Walkers, Johnny Jumpers, Saucer Chairs, Trampolines and/or any other item that falls into these categories are not permitted in a family child care facility. No sleeping children in CARSEATS. SMOKING IS PROHIBITED IN A LICENSED FAMILY CHILD CARE HOME . LPA discussed Department of Public Health, Early Care and Education Guidance COVID-19 recommendations. PIN 20-24 was given and explained. PAGE - 02 of 03 Infant Care: Licensee is caring for infants but will not care for infants under 12 months at moment but will in the future. LPA advised to sleep infants where they can be directly supervised at all times and advised against sleeping infants in a separate room. The licensee states the following as a supervision plan for infants: Licensees states that infants will sleep in the nap room. LPA advised Licensee physically check on sleeping infants every 15 minutes and document whether there is labored breathing, signs of distress, and sleep position (on their backs) . Licensee has a camera in the infant nap room. LPA provided the Licensee with copy of the Child Care Provider\342\200\231s Guide to Safe Sleep, by American Academy of Pediatrics. LPA went over in detailed PIN 20-24. Per licensee, there are no children enrolled that require IMS at this time. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA advised the licensee how to access forms, regulations and quarterly updates on line at: www.ccld.ca.gov AB1207 Mandated Child Abuse Re porter training will expire on 07/15/2023 Any unusual incidents or injuries must be reported to the Department within 24 hours via telephone and within seven (7) days in writing. (use LIC624B for written report) . Licensees shall reveal each facility license number in all advertisements, publications, or announcements made with the intent to attract clients. Based on the LPA\342\200\231s observations and records review there are no deficiencies cited. Exit interview was conducted with Licensee Yolanda Elliott. The Notice of Site Visit (LIC 9213) \342\200\223 must remain posted for 30 days during the hours of operation after each site visit made by a licensing representative . Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview was conducted with licensee. Appeal Rights were given and explained.
