What the inspector wrote

Licensing Program Analyst (LPA) Ashley Calderon conducted an unannounced random/ annual inspection at the above facility. LPA met with Licensee Yolanda Elliott who guided analyst on a tour of the facility. There were 14 children present when LPA arrived. Facility capacity is in compliance for a Large Family Child Care Home. Hours of operation are Mon-Fri 8AM-6PM. Hours may change per parents request. This is a two-story home which consists of five bedrooms, four bathrooms, kitchen, dining room, office, den, living room, learning room (indoor patio), and side-yards (2) backyard and front yard. The children use the the learning room, two multipurpose/nap rooms, bathroom one of the far back multipurpose rooms, front and side yard. Per licensee, areas off limits to children and parents include: upstairs (total of 3 bedrooms), office, den, backyard and garage. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. The following was observed and reviewed during this inspection: Kitchen was observed Licensee provides food for the children. Licensee was reminded if children bring food from home it must be labeled with the child\342\200\231s name and properly stored or refrigerated. Detergents and cleaning components are under kitchen sink locked with a baby latch, sharps are located in a cabinet and has a baby safety latch for inaccessibility. Per licensee, no poisons are maintained in the home, LPA informed Licensee if poisons are stored they must be maintained locked. LPA Calderon observed staircase inaccessible to children in an off limit area den. Side yard was observed, this room is attached to the learning room. Front yard was observed. Facility has age appropriate materials and toys for children in care. Backyard was observed this is an off limit area. The backyard is gated off and no access to children from side or front yard, gates locked. Jacuzzi is in the backyard, observed a heavy cover with locks on top of the jacuzzi. (page 2/ Continuation LIC809-C...) There are two small dogs in the home and have no interactions with children. Currently, there is no children on medication per licensee. LPA reviewed required posted documentation's: Facility License, Notification of Parent Rights and Licensing, and Earthquake Preparedness forms all in place posted in the learning room. Facility records were reviewed for LIC 9040- Facility Roster, LIC 610- Facility Disaster Plan and Disaster drill log, last drill conducted on 7/11/24. Smoke and carbon monoxide detector were tested and are operable. LPA observed required 2A10BC fire extinguisher, last serviced 9/25/2024. This home maintains telephone service via cell phone. The home is observed to be clean and orderly. Isolation area for sick children waiting to be picked up is in the nap room, away from the other children. Children\342\200\231s records were reviewed for (LIC) 282- Affidavit Regarding Liability Insurance, Immunization Records, LIC 700- Identification and Emergency Information, LIC 627- Consent for Medical Treatment and, LIC 995A Notification of Parents\342\200\231 Rights. (3) infants records were reviewed and files had Indiv. Safe Sleep Plan and 15 min Sleep Log in place. Staff records were reviewed for approved Pediatric First Aid and CPR certification, Proof of immunization against measles, pertussis and influenza or influenza exemption letter, TB clearance or risk assessment, LIC 9108- Statement Acknowledging Requirement to Report Child Abuse and current Mandated Reporter Training Certificate. Licensees CPR / First Aid expires (8/2024) and Mandated Reporter Training expires 8/22/24. LPA advised Licensee to renew CPR/ First Aid and Mandated Reporter Training every 2 years. LPA gave advise on EMSA vendors for CPR/First Aid. During inspection all children were observed to be treated with dignity and respect, they were observed to be receiving safe, healthful and comfortable accommodations, furnishings and equipment, and free from corporal and/or unusual punishment. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS . Based on today\342\200\231s visit, Per California Code of Regulations Title 22, this facility was found to be in compliance, and no citations were given today. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Yolanda Elliot.
