What the inspector wrote

Licensing Program Analyst (LPA) Ashley Calderon conducted an unannounced random/ annual inspection at the above facility. LPA met with Licensee Yolanda Elliott who allowed LPA entrance into the facility. LPA disclosed the purpose of today's inspection. Upon entrance LPA Calderon observed 4 children in care. Per Licensee, cares for infants, although on today's date per observation and record review no infants were present. LPA discussed and noted adults living in the home, employees and volunteer(s), all adults present were fingerprinted cleared. LPA was guided on a tour of the facility along side with Licensee. Facility capacity is in compliance for a Large Family Child Care Home- Cap:14. Hours of operation are Mon-Fri 8AM-6 PM. Hours may change per parents request. This is a two-story home which consists of five bedrooms, four bathrooms, kitchen, dining room, office, den, living room, learning room (indoor patio), and side-yards (2) backyard and front yard. The children use the the learning room, two multipurpose/nap rooms, bathroom one of the far back multipurpose room, front and side yard. Off Limit: upstairs (total of 3 bedrooms), (3) bathrooms office, den, backyard and garage. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. The following was observed and reviewed during this inspection: Kitchen was observed, PerLicensee provides food for the children. Licensee was reminded if children bring food from home it must be labeled with the child\342\200\231s name and properly stored or refrigerated. Detergents and cleaning components are under kitchen sink locked with a baby latch and knives/ sharps are located in a pantry closet on the high to reach shelves. Per licensee, no poisons are maintained in the home, LPA informed Licensee if poisons are stored they must be maintained locked. LPA Calderon observed staircase inaccessible to children in an off limit area den room, there is a board to barricade the staircase to provide inaccessibility and per Licensee, den room door is maintained locked. Home has a central ventilation and heating system and the indoor patio learning room has a fan, portable AC and portable heating. Per Licensee, home has no guns/firearms and weapons. The home does not have a fireplace, none observed. There are two small dogs in the home and have no interactions with children. Currently, there is no children on medication, per licensee. LPA reviewed required posted documentation's located in the indoor patio leaning room for: Facility License, Notification of Parent Rights, and Earthquake Preparedness forms all in place posted in the learning room. Facility records were reviewed for LIC 9040- Facility Roster reviewed to be current, LIC 610- Facility Disaster Plan and Disaster drill log, last drill conducted on 8/19/25. Smoke and carbon monoxide detector were tested and are operable. LPA observed required 2A10BC fire extinguisher, last serviced 5/27/2024. This home maintains telephone service via cell phone. The home is observed to be clean and orderly. Isolation area for sick children waiting to be picked up is in the nap room, away from the other children. LPA observed (3) play yards at the facility, Per Licensee, currently has 1 infant in care who was not present at the facility during visit, during visit Licensee ordered a firm mattress and fitted sheets for (1) play yard. LPA consulted on use of play yards sleeping requirements for infants. LPA reminded Licensee to transition an infant from a play yard/ crib to cot /mat when deemed unsafe. LPA observed cots for children in care. LPA observed a baby swing which was not in use during visit, and was placed in an off limit area and Per Licensee will get rid of baby swing. Side yard was observed, this room is attached to the learning room. Front yard was observed. Facility has age appropriate materials and toys for children in care indoors and outdoors. Backyard was observed this is an off limit area, picture taken. The backyard is gated off and no access to children from the inside of the home, side or front yard, gates/doors locked.LPA observed jacuzzi filled with water, LPA observed a heavy jacuzzi cover meeting ASTM standard - F1246-91. A long the jacuzzi there were latches, pictures taken, the cover opens up by pressing inwards and lifting the latch up and no locks for the jacuzzi were observed, deficiency cited. LPA Calderon review staff and children files. Licensees Mandated Reporter expires 2/3/27 and Pediatric 1st aid and cpr expires 5/21/27 and staff assistant present had all appropriate qualifications and documentation's in file. Volunteer was present during visit, Licensees adult son. LPA consulted on what is required for volunteer file(s) and LPA informed Licensee volunteers are not allowed to be alone with children in care. LPA conducted interview with Licensee. Children files were reviewed LPA consulted with licensee to have verification of enrollment for child under 6 that attend a TK, Kindergarten or Elementary school. At 11:53am am additional child arrived making census 5. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Based on today\342\200\231s visit, Per California Code of Regulations Title 22, this facility was found to have 1 deficiency, see LIC809-D. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee Yolanda Elliot.
