What the inspector wrote
Licensing Program Analyst (LPA) Nolan Tcheng conducted an unannounced
annual
random inspection to the above facility. At 11:45am,
LPA met with licensee,
Jennifer McWhorter. Also present during inspection was Licensee's Assistant. The licensee states that she currently has

children enrolled. A current children\342\200\231s roster is available and is current. Licensee\342\200\231s hours of operation are 6:30am-6pm, Monday-Friday.
This is a one-story home which consists of 3 bedrooms, 2 bathrooms, kitchen, dining room, living room, storage room, garage, front yard and backyard (fenced).
The children use one bedroom as a playroom, a bathroom, living room, dining area, kitchen, and backyard.
Per licensee, areas off limits to children and parents include:
two bedrooms, one bathroom, storage room, garage, and front yard. All areas identified on the facility sketch were inspected. The licensee provides food for children in care.
The licensee states that 1 adult and 1 minor currently live in the home. Persons who live in the home identified on the attached LIC811. Licensee states that she currently has one assistant. All individuals present in the home have obtained a criminal record clearance or exemption prior to working, residing or volunteering in a licensed home. Per licensee, there are no weapons, firearms or bodies of water on the premises.
PHYSICAL PLANT
At
12pm, LPA was lead on a tour of the facility by the licensee. Upon entry to the home, the living room is reviewed. There are furniture and chairs that are safe and free of any hazards. The living room does have a fireplace. Fireplaces and open face heaters are inaccessible to prevent access by children. Adjacent to the living room is the dining area where children were seated for meal time. Facility does provide food for children in care. Emergency Disaster Plan, Parent\342\200\231s Rights Poster and the Facility License are observed to be posted on the wall of the dining area. The kitchen was reviewed next. Detergents, cleaning compounds, medications, and other items which could pose a danger are inaccessible to children, in a safety latched cabinet under the sink. Sharp knives were kept in a tall cabinet out of reach of children. REPORT CONTINUES PAGE 1 of 4
The tour continued back through the living room to the hallway. Smoke and carbon monoxide detectors were tested and are operable. There is storage space for children's personal items. There is a bedroom that is used as a play room. The play room has age appropriated toys and equipment for children in care to use. There is a sliding door that leads to the children's bathroom. LPA observed bathroom to be clean, safe, and free of hazards. There was another door in the bathroom that leads to the backdoor of the house for out door play. At 12:20pm, a fire extinguisher was observed. The valve on the required 2A 10BC fire extinguisher indicates fully charged and was serviced on 04/27/2021,
as indicated on service tag. Per State Fire Marshall standards, fire extinguishers shall be serviced annually. LPA discussed the importance of keeping the fire extinguisher current and serviced. An Advisory Note was provided to address it.
At 12:25pm,
LPA observed the back yard area.
The outdoor play area was observed to be fenced. At this time, children are using the back yard for outdoor play time.
There is an area out the door for art activities. To the immediate right there is a gate that leads to the outdoor play area. There is a grass area with playhouses and slides. There area also bikes and carts available.
Per licensee, the living room will be used as an area for an ill child until an authorized representative comes to pick up child. The licensee states that a cell phone is used and stays at the facility during operating hours.
LPA observed napping equipment in the form of cots. Equipment is stored in playroom. There are first aid supplies available. The licensee is observed to be operating within the license capacity limitations.
FACILITY RECORDS
:
The licensee and other personnel have completed training on preventive health practices including Pediatric First Aid and CPR.
The licensee's Pediatric First Aid and CPR expires on 03/2025.
Licensee and other personnel
have not complete mandated reporter training. LPA discussed the requirement for the training. Information was provided for staff to complete training.
The licensee does
have proof of immunization against influenza, tuberculosis, pertussis, and measles. Children\342\200\231s records were reviewed, including but not limited to, a copy of the emergency information card that contains all the information specified by regulation.
The following was discussed
:
-Individuals who are 18 years of age or older living in the home must be finger print cleared prior to being in the presence of the children in care. Individuals within one month of their 18th birthday must be fingerprinted immediately.
-There are three pets on the premises. One large dog and two long haired cat. Pets are accessible to children in care REPORT CONTINUES PAGE 2 of 4
-Infant Walkers, Johnny Jumpers, Saucer Chairs, and/or any other item that falls into these categories are not permitted in a family child care facility.
-Smoking is prohibited in a license family child care home.
Infant Care:
Licensee states th
at they are currently
caring for infants. LPA advised the licensee to sleep infants where they can be directly supervised at all times and advised the licensee against sleeping infants in a separate room. Licensee states that infants sleep in the
living room. LPA provided the licensee with a copy of the Child Care Provider\342\200\231s Guide to Safe Sleep, by American Academy of Pediatrics and
Helping you to reduce the risk of SIDS.
LPA consulted and explained Child Abuse Reporting, Updated Parent\342\200\231s Rights Poster with Complaint Hotline information, Never Shake a Baby, Sudden Infant Death Syndrome (SIDS), and Safe Sleeping practices. PIN 20-24-CCP was provided and explained during the inspection.
Incidental Medical Services (IMS)
:
The licensee states that she will provide IMS. Per licensee, there are no children enrolled that require IMS at this time. Incidental Medical Services (IMS) policy was discussed. Based on the LPA\342\200\231s observations and records review, the following deficiencies listed on the attached LIC 809 (deficiency page) are being cited in accordance with California Code of Regulations Title 22. Deficiencies that are being cited need to be cleared to protect the children\342\200\231s health & safety
