What the inspector wrote

On 7/30/25 at 2:00Pm Licensing Program Analysts (LPA) Kamile Martin conducted an unannounced annual inspection to the above facility. A risk assessment was conducted upon entry. LPA met with Licensee Jennifer McWhorter who led LPA on a tour of the facility. There were 5 children and 2 adults present upon arrival. Per Licensee, there is currently 6 children enrolled. A current children\342\200\231s roster was available for review. Licensee operates M-F 6:30 am-6:00pm. The following was observed and reviewed during this inspection. This is a 3 bed room 2 bathroom single family home with livning room with a gated fireplace ,dining room, playroom, kitchen ,front yard, backyard, laundry room, and garage. The areas children access were observed for cleanliness and safety. Areas children have access to are the living room , dining room, play room, restroom and back yard. Children pass through the kitchen to access the backyard and restroom. Cleaning compounds, and medications were observed to be inaccessible to children. Per licensee, there are no poisons kept in the home. The restrooms that children use was observed to be safe and sanitary conditions. There is telephone service via cellphone. The home is observed to be clean and orderly with window cooling system and inground heater system heaters located in the main hallway are covered with gates that are bolted down. Licensee provides breakfast, lunch, and afternoon snack . No menus posted inside the facility. Licensee is not on the food program. There are toys available for children. Licensee has cots for napping children. There are first aid supplies available located in the kitchen near the exit to the backyard. LPA observed the following required posted documentation in the main entry way of the facility: Facility License, (LIC) 9148- Earthquake Preparedness form, Publication (PUB) 394- Notification of Parent Rights, Licensing Form LIC 9040- Facility Roster and Form LIC9148 Earthquake preparedness. At 2:30pm, LPA observed the 210BC fire extinguisher, it was last serviced on 7/11/25. LPA advised licensee that fire extinguisher needs to be serviced every year or purchased every year and retain the receipt. Smoke and carbon monoxide detectors were tested and are operable. All homes shall conduct fire and disaster drills at least once every six months and document the date and time of each drill. Last drill was conducted in 7/29/25. Smoking is prohibited in a licensed Family Childcare Home. Per Licensee, no one smokes in the home. LPA observed the backyard to have appropriate toys and materials for children to use . Currently, children are using the backyard for outdoor play time. Materials observed were in good use and repair water tables were emptied out. LPA consulted on providing adequate shade for outdoor area. Licensee also mentioned she takes children across the street to the park often when its very hot outdoors. The community park is located directly across the street from home. The licensee is observed to not be operating within the license capacity limitations due to expired CPR licensor. At 2:45Pm, children and adults records were reviewed, including emergency information. Children\342\200\231s records are complete. LPA observed during visit licensee\342\200\231s Mandated Reporter AB 1207 Training Certificate licensee certificate expires 3/13/27 and licensee \342\200\230s CPR is not current it expired 4/25. Per licensee she forgot to renew and will call to schedule an appointment to renew CPR. Based on Licensing staff observations and records review, the following deficiencies listed on the attached LIC 809D (deficiency page) are being cited in accordance with California Code of Regulations Title 22. Deficiencies that are being cited need to be cleared to protect the children\342\200\231s health and safety. Page 2 of 4 Licensee stated IMS is not being provided at this time. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations and discussed the Child Care Licensing Safe Sleep webpage at http://www.cdss.ca.gov/inforescources/child-care-licensing/public-information-and-resoucrces/safe-sleep as an additional resource. LPA\342\200\231s also informed applicant/licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at http://www/cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Safe sleep log was reviewed by LPA Kamile Martin required infant forms were up to date in child\342\200\231s file. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Page 3 of 4 Megan\342\200\231s Law - Family Child Care Homes During the exit interview, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov MyChildCarePlan.org \342\200\223 Centers and Family Child Care Homes Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Based on Licensing observations and records review, the following deficiencies listed on the attached LIC 809D (deficiency page) are being cited in accordance with California Code of Regulations Title 22. Deficiencies that are being cited need to be cleared to protect the children\342\200\231s health and safety.
