ANNUAL/RANDOM INSPECTION CONDUCTED IN SPANISH
On April 28, 2026, at 1:00 PM, Licensing Program Analysts (LPAs) A. Carter and J. Duran conducted an Unannounced Annual / Random Inspection and met with Elizabeth Carpinteyro, the licensee

LPAs disclosed the purpose of the inspection and was granted entry into the facility. LPAs were taken on a guided tour of the facility and provided licensee with a copy of the Facility Entrance Checklist.
Adults in the home were discussed, and all have criminal record clearance. There was 1 children present during today’s inspection and currently 5 children enrolled. The children's roster was reviewed by LPAs and is current. Hours of operation are
Monday through Friday from 7 AM to 6 PM.
This is a single story home which consists of 3 bedrooms, 2 bathroom, and detached garage.
Areas accessible to children are:
playroom, bedroom next to playroom, bathroom inside playroom, kitchen for meals, and detached garage. Living room is used in passing.
Areas off limits to children and parents includes:
2 bedrooms and hallway bathroom. Access is prevented to off-limit areas by safety knobs on the doors, observed by LPAs. The licensee acknowledged that children may never enter these off-limit areas and understands that licensing staff may have access to off-limit areas during inspection visits if necessary.
All areas identified on the facility sketch as accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety of the children. LPAs did not observe any fireplaces or wall heaters. The day care areas have air conditioning units and heating available. The home maintains telephone service
via cell phone.

Facility License, Emergency Disaster Plan, and Parents’ Rights were posted and observed at time of inspection. Disaster drill log was available during today’s inspection with last disaster drill conducted on 04/10/26. LPAs observed the required 2A10BC fire extinguisher with purchase receipt dated: 04/23/26. Smoke and carbon monoxide detectors were observe and tested at time of inspection. First Aid kit located in the main care area, observed by LPAs.
The home was observed to be clean and orderly. LPAs observed playroom (main care area) has age-appropriate toys, free of loose and sharp parts. LPAs observed twin size bed, area rug, and office area. Children nap in the day care room and they are provided with appropriate napping equipment. Children use the bathroom inside the playroom. LPAs observed bathroom to have operable toilet/sink and adequate toileting supplies for children in care. No hazards observed.
Per licensee, the children have access to the backyard for outdoor play. LPAs observed age appropriate toys for children in care such as a play structure with a slide, and a playhouse. Per Licensee, children are supervised while playing outside. LPAs observed adequate fencing and play area to be free of loose and sharp articles or objects and all trees, shrubs, and plants are maintained.
Food is provided for children in care. LPAs reminded licensee that any food brought from the children’s homes shall be labeled with child’s name and properly stored or refrigerated. Sharp objects, detergents and cleaning compounds were inaccessible to children in care. Knives are kept in an upper kitchen cabinet, cleaning products, detergents and personal medicine are kept in a separate upper kitchen cabinet. The Licensee states that there are no poisons in the home and understands that poisons must be locked.
Infant Care:
Currently, there are no infants enrolled.
—Children’s records were reviewed for (LIC) 282- Affidavit Regarding Liability Insurance, Immunization's Records, LIC 700- Identification and Emergency Information, LIC 627- Consent for Medical Treatment, LIC 995A Notification of Parents’ Rights, and documentation of 15-minute Infant Sleep Check (0-24 months).
All required licensing forms are in children's files.

Staff records were reviewed
for approved Pediatric First Aid & CPR certification, Criminal Record Statement, Employee Rights, Proof of immunizations against measles, pertussis and influenza or influenza declination, TB clearance or risk assessment, LIC 9108- Statement Acknowledging Requirement to Report Child Abuse and current Mandated Reporter Training Certificate.

The following was discussed:

Rooms that are off-limits need to be made inaccessible during operating hours.

incline sleepers, or any other item that falls into that category are permitted in the facility.

Effective January 1, 2010, Licensees of family childcare homes are required to ensure that at least one staff member with current training in Pediatric First Aid & CPR is on site at all times when children are present.

Reporting Requirements: Changes should be reported to the Department as soon as they occur, such as construction, remodeling, telephone number changes and/or if you move from your home. Any unusual incidents or injuries must be reported to the Department within 24 hours via telephone and within seven (7) days in writing.
The licensee confirms:
The isolation area for sick children waiting to be picked up is in the main care area
The facility does not currently administer medication.
There is one pet dog in the home that does not interact with day care children
There are no smokers in the home
There are no weapons or firearms in the home
There are no pools, spas or other bodies of water on the premises.
During the inspection, children present were observed to be treated with dignity and respect, observed to be receiving safe, healthful, and comfortable accommodations, furnishings, and equipment, and free from corporal and/or unusual punishment.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPAs also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22- 02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
During the exit interview, the Licensee Elizabeth Carpinteyro, confirmed that there are no Registered Sex Offenders living in the facility and LPAs completed the RSO profile in FAS.

No deficiencies will be cited today 04/30/26. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
