Licensing Program Analysts (LPA) Roxana Lopez and Mariah Aguirre conducted an unannounced annual random inspection. LPA met with Licensee, Ofelia Aguilar , who guided the LPAs on a tour of the facility. This is a preschool age program licensed for 98 children which operates Monday \342\200\223 Friday from 7:00 AM \342\200\223 5:30 PM. Per the Director there are 49 children enrolled. All areas identified on the Facility Sketch were inspected. The following staff was present during this inspection: Toddler Classroom #1: Staff # 1, Staff # 2 and Staff # 3 with 12 children. Toddler Classroom # 2 was observed to be empty, Toddler Classroom # 3\342\200\235 Staff # 4 and Staff # 5 with 5 children and Preschool Classroom: Staff # 6, Staff # 7, and Staff # 8 with 13 children. Teacher-child ratios were observed to be in accordance with Title 22 Regulations. Staff names were recorded. All children were observed to be under supervision, including visual supervision, of a teacher at all times. The licensed facility is within the conditions, limitations, and capacity specified on the license. LPA observed the facility to be clean, sanitary and in good repair. Furniture and equipment was inspected for good repair, free of sharp, loose, or pointed parts. All indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. All toilets and washing facilities are in safe and sanitary operating conditions. All materials and surfaces accessible to children are toxic free. At this time, toddler classroom # 2 is used as an isolation area. Parents are contacted immediately when children are determined to be ill and staff are ensuring that children with obvious symptoms of illness are not being accepted. ------------------------------------------------------ pg.1 of 4 ------------------------------------------------ Snack menus were reviewed to ensure that they are being posted at least one week in advance and visible to an authorized representative. The facility provides Breakfast, snack, lunch and PM snack. All kitchen, food preparation, and storage areas are clean, free of litter, rubbish, and rodents/vermin. All food is protected from contamination, and LPA inspected that any contaminated food is discarded immediately. There is drinking water available in all indoor classrooms and individual water bottles are taken outdoors. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children are stored in an area inaccessible to children. Licensee states that there are no poisons stored at the facility. LPA observed that there are smoke and carbon monoxide detectors in the facility and found them to be operable. Appropriate sleeping arrangements were observed- sheets are washed weekly. Outdoor playground equipment is in safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard. Sign in and out sheets were reviewed to ensure that the person who signs the child in and out uses their full legal signature and records the time of the day. -------------------------------------------------- pg 2 of 4 ----------------------------------------------------- Staff Records were reviewed to ensure that a health screening report is on file. Children\342\200\231s Records were reviewed to ensure that Identification and Emergency form and a medical assessment are on file. Criminal Records Clearance for adults and verification of CPR/First Aid and health preventative practices documentation was reviewed. LPA issued the Review of Children's Records (LIC 857) and Staff's Records (LIC 859) to the facility representative during this inspection. SB792 (Immunization Requirements for Staff and Employees) was discussed with the Licensee. AB1207 Mandated Child Abuse Reporting \342\200\223 On or before March 30, 2018 any person who works in a child care facility shall complete the training and renew the training every 2 years. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. ----------------------------------------------------pg. 3 of 4 ------------------------------------------------------- For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov . Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
