What the inspector wrote

An unannounced Increase in capacity site inspection was conducted on this date by Licensing Program Analyst (LPAs) Cynthia Reyes and Lilli Babcock, for the purpose of Inspecting and approving the addition of room 2 to the preschool license. LPAs met with Lupe Garcia, Administrator. Due to COVID- 19 precautionary measures were taken during the entire inspection and all individuals present during this inspection wore appropriate personal protective equipment. Days & Hours of this facility are Monday-Friday 7 AM-530 PM. The facility operates on the campus of Washington Elementary school. Licensee is requesting to increase the preschool capacity from 74 to 98 and decrease the infant capacity from 36 to 12, by removing room 2 from the infant license and adding room 2 to the preschool license. There are no shared areas between both programs. The preschool program is physically separate from other components both indoors and outdoors. At 11 AM, Lupe Garcia, guided the LPAs on a tour of the facility indoors and outdoors, during the walk through Director Rebecca Estrada joined the walk through. This facility will use for the preschool, classrooms 2 (being added), rooms 3, 4, and 6. room 5 is not licensed by the department. Per Ms. Garcia, 4 classrooms will be designated for preschool children and one classroom for infants. LPAs began the tour of the facility, beginning at the front entrance to the facility. Administrator states parents will enter and exit the main front gate of the facility. During Covid parents will sign the child in/out (Clean pens will be available and a container for used pens), outside of the office lobby door, where temperatures will be checked and use of hand sanitizer. Parents will not enter the class rooms at this time unless they request to enter, which at that time all precautionary measures will be taken for that individual entering. Facility staff will walk the child inside the class room and bring the child out at pick up time. LPA observed a parent board located where the parents sign in/out table is located and visible for all to see with all licensing documents and Covid-19 posting. . Facility was observed to be adhering to local public health guidelines. (According to CDC guidelines, children under the age of (2) are not required to wear masks.) Facility was observed to be adhering to local public health guidelines. Page 2 11: 30 AM Licensing staff was guided through the new proposed preschool class room 2 and also the other already licensed class rooms. Toys were observed to be clean and safe. Furniture and equipment was inspected for age appropriateness and good repair. Napping equipment and bedding was inspected for good condition, appropriate storage and cleanliness . The children bring their own water bottle and a water dispenser is located in each class room for children to drink freely. Lunch and snack and labeled. The facility provides AM/PM snack and children bring their own lunch. Menus were observed. Containers used to discard food have tight fitting lids. Cleaning compounds are inaccessible to the children. The class rooms also have a small refrigerator available and a microwave. There is a fully equipped first aid kit available on site. Individual storage space was observed to be available for each child. Parents will bring each child's linen for the week and take home at the end of the week. Facility has extra linen and food available if needed. The ill isolation area is located in part of the office next to the staff lounge where the staff rest room is located. A couch is available in the isolation room. There is a smoke detectors, a carbon monoxide detector and a fire extinguisher (Service date due 09/14/2022) that meets statutory requirements. Heating, lighting and ventilation were evaluated. Building/Rooms are centrally heated and air conditioned. Overhead lights as well as natural light is used 12:15 PM, The tour continued as the LPAs were guided to the outdoor play area. The preschool has their own outdoor play yard (Grass, padding & cement), and is self contained by a gate around it for separation from the Infant yard to prevent children from commingling. Water jugs with disposable cups or labeled bottles will be used for children while outdoors. LPAs observed age appropriate outdoor toys and play equipment to be clean safe and in good repair, as well as adequate shade is available. All areas around play equipment and slides are cushioned with material to absorb a fall. Measurements were taken of the outdoor play yard and the total outside capacity allows for 407 preschool children. LPA advised the owner Maria that the children need to be within the direct care and supervision, including visual observation and supervision of the teacher(s) at all times. Preschool bathroom were observed to be in good repair, water temperature, paper towels, toilet paper, all area inspected for safety and sanitation. Page 3 Fire clearance was received and approved for increase of 24 more Preschool children for a total capacity of 98. Based on outdoor measurements of 30,580.3/75 = 407 children and indoor measurements taken today of the preschool with new class room added (Room 2) and the facility has a total of 6 toilets totaling capacity of 90, 4 urinals totaling 60, and 8 sinks totaling 120, the facility is approved for a capacity of 98 requested. No Corrections are needed as of today. LPA advised the licensee to access forms, regulations providers information notices (PINs), and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov . The Notice of Site Visit (LIC 9213) \342\200\223 must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. 1:15 PM Exit interview conducted with Lupe Garcia, Administrator and a signed copy of this report, notice of site visit and appeal rights were provided on this date.
