What the inspector wrote

Licensing Program Analyst (LPA) Jeanette Estrada conducted an unannounced 3 year required inspection at the facility. LPA met with Site Supervisor Elizabeth Stewart who provided a tour of the facility. This is a Head Start preschool program located on the premises of Abbot Elementary school. This program operates in one classroom. This program is accessed via Wright Rd. This program offers care to children ages 3 to 5 years old and operates in two half day sessions: AM session operates 8:15 AM to 11:45 AM/ PM session operates 12:30 PM to 4:00 PM Monday through Friday. During today's inspection LPA observed a total of 8 children and 3 staff in the PM session. LPA observed the facility to be clean and organized. There are age appropriate toys, furniture and materials for children in care. LPA observed required posted documents in the classroom. Children have access to cubbies to store their belongings. Parents sign in/out on a form in the classroom. There is no nap time offered since this is a half day program. The last documented drill was conducted on 11/7/25 (fire drill). The isolation area is in the program office located in the classroom. There is a carbon monoxide detector in the classroom. There are two restrooms located in the classroom. Each restroom has one toilet. There are two hand washing sinks located outside of the restrooms. One restroom is used for diaper changing as the program assists with potty training. Per Facility Representative, the program provides diapering materials. LPA observed the restrooms to be clean and free of hazards. The program only administers prescribed medication. Medication is kept in a red bag in the classroom accessible to staff. At this time there is one child enrolled (AM session) who requires medication. Per Facility Representative, all staff are trained on administering the medication kept on site. The program provides drinking water via a portable water container and disposable cups. Per Facility Representative, the water jug is filled from the filtered water dispenser in the classroom. Page 2 The facility tested for lead in the water sources from the kitchen on 9/18/22 with no lead exceedances detected. The program provides breakfast and lunch for the AM session and lunch and a snack for the PM session. Per Facility Representative, meals are supplied by the program's central kitchen and it is prepared to be served at the facility. Per Facility Representative, children with allergies and food preferences are provided an accommodation. At this time there are no children who require food accommodations. LPA observed extra dry food snacks kept in the kitchen in case of an emergency. Menus are posted in the classroom and are provided to parents. LPA inspected the outdoor area. The outdoor area is shared with the elementary school's kindergarten classroom. There is a waiver on file and it is posted in the classroom. The outdoor area is used on a staggered schedule. LPA observed age appropriate toys/materials in good condition for children in care. Per Facility Representative the staff supervise children in zones throughout the yard to provide supervision. Staff provide drinking water via the portable water container which is brought out from inside the classroom. Per Facility Representative, the red bag with medication is also taken outside during outdoor play time. LPA did not observe any pools or bodies of water on the premises. LPA reviewed children's records for completeness. LPA reviewed available staff records. At least one staff has a required pediatric first aid/cpr certification which expires on 8/2027. All staff present have a valid mandated reporter for child care providers certificate. Facility Representative was reminded pediatric first aid/cpr and mandated reporter are to be renewed every two years. Additional staff records are kept at the program's main office. A complete review will be conducted at a later time. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). Page 3 LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP .
