What the inspector wrote

Licensing Program Analyst (LPA) Jeanette Estrada conducted an unannounced 3 year required inspection at the facility. LPA met with Assistant Blanca Flores and advised her of the reason. Assistant informed LPAs that Licensee is currently out of the country and set to return on 11/19/25. There was one day care child present during the inspection. Residents of the home were discussed and verified to have obtained a criminal record clearance. The facility provides care to children ages 0 to 13 years old and operates 24 hours Monday through Friday. Licensee was reminded care cannot be provided for a continuous 24 hours. Per Assistant, at this time there are no children enrolled who require overnight care. This is a 4 bedroom 2.5 bathroom home. Areas on limits are living room, dining room, one bedroom, hallway bathroom, front yard and back yard. Areas off limits are 3 bedrooms, two bathrooms,kitchen. In the day care areas LPA observed required posted documents. LPA observed age appropriate furniture and materials for children. There is a play yard available for infants. At this time there is one infant enrolled. LPA discussed infant safe sleep with Licensees. The kitchen is separated by a safety gate. Licensee provides meals to children. Knives are kept in a latched drawer inaccessible to children. Cleaning supplies and laundry detergent are kept in the back of the home inaccessible to children. Personal Medicine is kept in off limit bedrooms. Per Licensees at this time there are no children enrolled who require medication. LPA inspected the restroom available to children. Restroom was clean and organized with no hazards accessible to children. The on limits bedroom was observed to be clean and organized. Per Assistant, it is used as needed and is available for children to rest. LPA observed an operable carbon monoxide detector and an operable smoke detector located in the hallway. There is a fire extinguisher in the kitchen with a receipt dated 5/8/25. Page 2 Per Assistant, children use the front yard and back yard for outdoor play. The backyard is fully enclosed. The front yard is not fully enclosed. Per Assistant, supervision is provided when children are in the front yard. Per Assistant, there are no pets in the home and there are no weapons in the home. There are no bodies of water on the premises. LPA reviewed children's records for completeness. There was no 15 minute infant sleep check for Child 1 available. LPA reviewed Licensee's and assistant's records: mandated reporter certificates expired in 2024, first aid/cpr was not EMSA certified and Assistant did not have proof of immunization to measles or proof TB clearance which are a potential risk to children in care. During the visit Assistant made an appointment to complete a red cross pediatric first aid/cpr course for herself and Licensee on 12/6/25. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Page 3 Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Assistant Blanca Flores confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. 4 type B deficiencies are cited on 809 D forms. Exit interview conducted and report was reviewed with the Assistant Blanca Flores.
