What the inspector wrote

Licensing Program Analyst (LPA) Alicia Mooberry conducted an unannounced Annual Random Inspection on this date. Upon arrival LPA met with Rebecca Kuyper, Licensee, informed of the purpose of inspection and provided form LIC 126, Inspection Entrance Checklist. The Licensee provided tour of facility. LPA inspected rooms/areas on the facility sketch in which child-care services are provided and to which children have access. Per licensee the current hours of care provided are Monday \342\200\223 Friday . There were 4 children present, including 2 infants. Also present was Staff #1, observed providing care to daycare children. All adults present have obtained the required background clearance and are associated to the facility. Individuals residing in the home were discussed and noted. This is a one-story home which consists of three bedrooms, two bathrooms, kitchen, living room, den (Daycare Room), garage, front yard (not fenced) and backyard (fenced). Areas accessible to children in care include the living room, kitchen, Bedroom 1 (used as walkway to den), den (Daycare Room) and backyard. Areas off limits to children include 2 bedrooms, 1 bathroom (inside Bedroom 3), attached garage, dog run (fenced next to yard), The children use the bathroom in the hallway. LPA reminded licensee to make sure items such as shampoo and aerosols are maintained out of reach of children in care. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. The following was observed and reviewed during this inspection: Facility License, Publication (PUB) 394- Notification of Parent Rights, Emergency Disaster Plan (LIC 610A) was observed posted at entrance to the home visible to public. -- Page 1 Report Continues LPA reviewed Children\342\200\231s Roster form LIC 9040, Fire/Emergency drill log - last drill recorded on 6/6/25. The home has Smoke and carbon monoxide detectors connected to the home alarm. The smoke alarm in the den was not functioning, posing a potential risk to the safety of children in care. Fire extinguisher indicated fully charged and purchased on July 2024. Licensee provided proof of ordering fire extinguisher on this date 7/16/25. The home maintains telephone service via cell phone. There are toys and other age-appropriate material available. LPA observed that cleaning compounds are in bathroom in cabinet with safety lock, in overhead cabinet in daycare room. Knives and cleaning supplies are kept high kitchen cabinets inaccessible to children in care. Licensee states that there are no poisons stored in the home and understands that all poisons must be locked, not only inaccessible to children. Per Licensee there are no firearms or weapons stored in the home Per Licensee, area for sick children waiting to be picked up is in the living room, supervised and away from the other children. Outdoor play area is in the back yard and observed to be fenced. LPA observed that the outdoor yard has toys and other age appropriate materials. There is a two-level wooded and plastic play structure, which is anchored to the ground with cushioned material under structure. The facility does not have a pool or similar bodies of water. LPA observed 2 small dogs and 1 cat in the home. Per licensee, the pet(s) are allowed to have contact with children in care while always supervised by staff. LPA discussed water safety with licensee. Licensee stated, children are always supervised during activities. Children\342\200\231s, licensee and 1 Staff records were reviewed and found complete. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. There are 2 infants currently enrolled, LPA observed 4 play yards for infant sleep. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Based on the LPA's observations and records review 1 B deficiency will be cited today in accordance with California Title 22 Regulations. A notice of site visit was given and must remain posted for 30 days. Appeal Rights were discussed and provided.
