What the inspector wrote
On Thursday, April 15, 2026, Licensing Program Analyst (LPA) Evelyn Garcia conducted an unannounced annual
inspection and met with licensee Rosa Quezada who guided LPA Garcia on a tour of the facility. During the visit, there were 9 children in care between the ages of (1 infant, 8 preschool aged children). Operating hours are from Monday – Friday 7:00am – 5:00pm. Family members residing in the home are licensee and adult daughter. Both are fingerprinted and cleared. This facility is a single - story home that consists of 4 bedrooms, 3 bathrooms, kitchen, living area, dining room, shed, and front and backyard fenced. One of the bedrooms are used as a childcare room. There are 2 childcare rooms located to the rear of the home.
Areas off limits to children include-
3 bedrooms, 1 bathroom (main home), kitchen, Living room, and front yard. There is a section of the backyard towards the right that is gated and is off limits to the children, where a shed and trash bins are stored. Garage is inaccessible to the children. Areas accessible to children include the day rooms in the back part of the home, and bathroom also in day care are and back yard fenced.
LPA Garcia inspected the facility for safety, comfort, cleanliness, ventilation and working phone (cell phone and landline). For ventilation, LPA Garcia observed central AC and the vents located on the ceiling. LPA observed the furniture, children’s materials, to be in good condition and age appropriate. LPA observed cots and cribs for children in care and the children utilize the daycare area for nap time.
LPA Garcia observed cleaning compounds items stored under the kitchen sink and is inaccessible. Knives and sharp objects are kept in the kitchen countertop, and kitchen is off limits and sliding window is used to prevent children from accessing the kitchen.
For water drinking, licensee stated she provides filtered water, and each child has their own cup and are refilled as needed. The licensee stated the facility provides breakfast, lunch and p.m. snacks and license states she currently participates in a food program. Licensee stated she currently does not have any children with severe food allergies nor on medication.
LPA Garcia entered the bathroom located in the childcare room and observed the toilet, hand washing sink, hand soap and did not observe hazard materials and observed the restroom to be in good condition.
LPA Garcia asked the licensee if there were any pets, poisons, firearms, weapons, or bodies of water. The licensee stated she has 1 dog, no poisons and no bodies of water, no firearms, and no weapons. LPA did observe 1 small dog on premises and is kept isolated from the children in care. LPA did not observe poisons, firearms, weapons, nor bodies of water. The license was informed that if any poisons (ex; Drano, rat poison or items that fall into that category), firearms and weapons are purchased, it is required to be locked with a key or combination lock and firearm and ammunition must be stored separately.
LPA Garcia observed the required 2A10BC fire extinguisher located near the day care room and the valve on the green area indicating fully charged and serviced on 2/18/26.
LPA observed carbon monoxide detector and smoke alarm located in the daycare rooms. LPA tested the carbon monoxide and smoke alarm. LPA Garcia heard the sounds and are operable. LPA observed the first aid complete with band aids, gauzes, adhesive bandages, and antiseptic wipes and located in a shelf in the daycare room. For ill isolation, licensee stated she utilize library of the daycare room.
Last drill conducted 4/2/26.
LPA Garcia inspected the play outdoor (backyard) area that is utilized by children for safety, comfort, and cleanliness. LPA observed the backyard to be fenced with brick wall and gates closed and with a locked to prevent access to the right side of the home where shed is located. LPA observed the play equipment to be age appropriate and in a safe condition, free of sharp, no lose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards and consists of concrete, artificial turf and brick layout. For outdoor water drinking, children bring out their cups and refill as needed.
LPA Garcia observed licensee Pediatric First Aid/ CPR certification dated 3/15/25 and Preventative Health and Safety certification dated 8/5/2017. Licensee has proof of immunization against Pertussis, TB, MMR and Influenza.
Licensee has completed the Child Abuse Mandated Reporter (AB 1207) training dated 3/7/24, licensee will complete within 24 hours and submit to LPA for licensee and her assistant. Licensee was advised that the mandated reporter training must be completed every 2 years, and is available at

LPA observed the following required postings: LIC 610A Emergency Disaster Plan, LIC 999 Facility sketch, Pub 394 Notification of Parents Rights. LPA also, reviewed children roster, and staff files and were observed to be completed.
A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters, and other important information communication platforms.
