Inspector’s narrative

What the inspector wrote

The complaint alleges while in care, Child #1 sustained broken skin on their right forearm that resembled nail marks, and a bruise on their left eye. During interviews conducted, Licensee and assistants (Staff #1 and Staff #2) stated they did not observe any injuries or marks on Child #1 on the day the incident is alleged to occur. When asked if they observed Child #1 fall or observed any way Child #1 could have received the injury to their arm or eye while in care, Staff #1 and Staff #2 stated that they didn’t see him get hurt . Staff #1 stated Child #1 occasionally attempted to "throw himself against the playhouse and try to climb through the window. He was doing that that day but I didn’t see him hurt himself or cry". LPA observed the window to the plastic playhouse located on the grass in the backyard measured 18 1/2 inches tall. LPA took a picture of the playhouse during today's visit. Children interviewed stated they like the staff and feel safe at the facility. Parents interviewed stated they are happy with the care and supervision provided by the facility and have no concerns regarding the facility. Whittier Police Department officer stated they conducted a visit to the facility regarding the allegation and did not observe anything that would harm a child and the children in care did not appear to be scared at the facility. Allegation #2: Parent not allowed to go inside day care The complaint alleges parents are not allowed to go inside the daycare and are made to wait outside the door at pickup. During interviews the Reporting Party stated they are made to wait outside the home when picking up their child, but the Reporting Party also stated during the interview that they have never asked the licensee to go inside the home when dropping off or picking up their child. Parents interviewed stated they have never been told they cannot go inside the home. Licensee and assistants (Staff #1 and Staff #2) stated that although parents generally pick up and drop off their children without coming into the home, the parents are allowed to come inside the home at any time. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated. There were no deficiencies cited on the above-mentioned allegations per California Code of Regulations Title 22. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with Licensee, Susana Alvarado. Page 2 of 2
