What the inspector wrote

On 03/27/25 Licensing Program Analyst (LPA) Portia Bowden conducted an unannounced Annual Inspection at the above facility. At 11:15AM LPA met with, Licensee. LPA provided entrance check list and conducted a tour of the home. Also present was Assistant\342\200\231s Maheshi and Assistant Daisy. LPA observed 11 children in care during inspection including 3 infants. Per Licensee there are 16 children currently enrolled. Per Licensee hours of operation are 6AM-6PM Monday - Friday. Per licensee she does not provide overnight care. Per Licensee transportation to and from school is provided. Per licensee she is apart of the food program and provides Breakfast, AM Snack, lunch, and dinner. Per Licensee outside food is not permitted in the facility. LPA observed all appropriate documents on licensing board (Facility License (LIC 203), Emergency Disaster Plan (LIC610a), ER drill log last dated 2/25, Notification of Parents' Rights Poster (PUB 394), Child Care Facility Roster (LIC9040). LPA observed Current Mandated Reporter certificate for Licensee Exp 8/26, Assistant Maheshi Exp 8/26, and Assistant Daisy 10/25. LPA observed licensee\342\200\231s current Pediatric CPR/First Aid Certification with an expiration date of 3/26. Per Licensee there are no children in care with food allergies or who requires IMS. Individuals residing in the home have been discussed and noted. All adults present in the home have obtained a criminal record clearance or exemption. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. The following was observed and reviewed during this inspection This is a one-story home consisting of 4 bedrooms, 2 1/2 bathrooms, 2 living rooms, 2 kitchens, enclosed front yard, enclosed backyard and an attached converted garage. There is an ADU apartment upstairs from the garage with a separate address. Per Licensee Assistant Maheshi resides there. Per Licensee areas used by the children include 3 bedrooms, 1 Living room, 1 bathroom, 1 kitchen and enclosed backyard. Per Licensee areas off limits to children and parents include all 1 bedroom, 1 kitchen, 1 living room and attached converted garage. Per Licensee there are no poisons on the premises. Per licensee detergents and cleaning supplies are kept in the offlimit garage. Per licensee medication is stored in the offlimit bedroom, inaccessible to children in care. At 11:40AM LPA observed a fully charged 2A10BC fire extinguisher on the kitchen wall with a service tag dated 10/24. At 12:00PM LPA observed a functioning combination smoke/carbon monoxide detector on the living room ceiling. The home was observed to have proper ventilation and heating for safety and comfort. LPA observed no wall heaters. LPA observed an electric fireplace in the offlimit living room. The home maintains telephone service via land line and cell phone. Per licensee there are no firearms on the premises. Kitchen area was observed to be clean and free of clutter and have no sharp objects or chemical compounds accessible to children in care. At 12:05PM LPA observed kitchen knives stored in a kitchen drawer secured by a safety latch inaccessible to children in care. Bathroom children use was observed to be clean and free of hazards. LPA observed a safety latch on the sink cabinet in the bathroom. Per Licensee she provides potty training. LPA observed adequate toys and age appropriate learning materials in the activity bedroom. LPA observed children napping on mats as well as play yards for infants in the living room and infant sleeping bedrooms. LPA also observed 1 changing table in the infant bedroom. Per Licensee all linens are washed weekly and as needed by facility. Outdoor Play for children in care is located in the enclosed backyard. At 12:15PM LPA observed the area to be fully enclosed with proper shading. LPA observed age appropriate toys and learning materials. No bodies of water were observed on the premises. 4 children\342\200\231s file was reviewed and observed to be complete. 3 Staff files were reviewed and observed to be complete. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, Licensee Thanuja, confirmed there are no Registered Sex Offenders living in the home. LPA completed the RSO profile in FAS. No deficiencies were observed during today\342\200\231s inspection. Exit interview conducted with Licensee Thanuja Atapattu copy of this report, and a notice of site visit were given and must remain posted for 30 days.
