What the inspector wrote

Licensing Program Analyst (LPA) Crystal Green conducted an unannounced annual inspection. LPA met with licensee, Faith Taylor- Jones, who guided analyst on a tour of the facility. The licensee is also requesting a capacity increase from a small family child care home to a large family child care home license. There were 6 children present, 1 being an infant. Licensee states that there are currently 7 children enrolled. The operating hours are Monday to Friday, 8:00 am til 6:00 pm. This is a one- story home which consists of 2 bedrooms, 1 bathroom, kitchen, living room, and backyard (fenced). Per licensee, the children have access to all areas of the home. The LPA toured all areas used by children during this visit. LPA observed a fireplace in the living room that was made inaccessible via a table barricade. Family members residing in the home is 1 adult (criminal record clearances on file). Licensee has 1 pet dog that is allowed in the areas used by the children. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Areas accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for safety and comfort. There were safe toys, play equipment and materials observed for children. Detergents, cleaning compounds, medications, and other items which can pose a danger to children are inaccessible in some areas of the home. The licensee states that there are no poisons in the home. Per licensee, there are no weapons, firearms or bodies of water on the premises. Children\342\200\231s records were reviewed to ensure that each child has an Identification and Emergency form. Report Continues Page 1 of 3 The valve on the required 2A 10BC fire extinguisher indicates fully charged. Smoke detector and carbon monoxide detector located in the kitchen were tested and are in operable condition. The licensee has current Pediatric First Aid and CPR, which will expire 06/2023. LPA did not observe any infant equipment during this inspection. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following was discussed: \342\200\242 Individuals who are 18 years of age or older living in the home must obtain a criminal record clearance. Individuals within one month of their 18th birthday must be fingerprinted immediately. Failure to obtain a criminal record background check clearance prior to initial presence in the home will result in an immediate $100.00 dollar or more per day Civil Penalty. \342\200\242 The Licensee shall be present in the home and shall ensure that children are supervised at all times. \342\200\242 Children shall not be left in park vehicles. Report Continues Page 2 of 3 The capacity specified on the license shall be the maximum number of children for whom care can be provided. \342\200\242 Car seats shall only be used for transportation purposes and shall not be used for sleeping. \342\200\242 All children in care have the right to receive safe, healthful, and comfortable accommodations, furnishings and equipment. \342\200\242 When a child shows signs off illness, they will be separated from other children until the nature if the illness is determined. The licensee\342\200\231s email address was obtained during this visit. The licensee was advised that email is public information. During this inspection, licensing staff evaluated the facility for a capacity increase. At this time, the licensee is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today. The licensee has an approved fire clearance on file from the Los Angeles County Fire Department. Upon return to Monterey Park Regional Office this facility will be submitted for approval for a large family child care license. LPA reminded applicant to adhere to capacity limitations and conditions listed on the license. Exit interview conducted and report was reviewed with the Licensee, Faith Taylor- Jones.
