What the inspector wrote

Licensing Program Analyst (LPA) Veronica Martinez Garza conducted an unannounced Annual/Random inspection at the above facility on 01/21/26 at 09:20 am. LPA met with Lorena Parga licensee who guided LPA on a tour of the facility. There were 5 children in care. Also present was the licensee\342\200\231s assistant/husband. According to the licensee, 11 children are enrolled. Operation hours are Monday through Friday 06:00am \342\200\223 06:00pm. LPA conducted the inspection in Spanish/English. This is a one-story home which consists of 3 bedrooms, 2 bathrooms, kitchen, dining room, living room, garage, front, back and side yard (fenced). Areas accessible to children include bedroom #3 which is the main day care area and 1 bathroom located in bedroom #3, front and side yard. Per licensee, areas off limits to children and parents includes 2 bedrooms, 1 bathroom, living room, dining room, kitchen, garage, and back yard. According to the licensee, there is 1 dog on the premises. Family members residing in the home are 3 adults and 0 minors. LPA toured all areas identified on the facility sketch used by children during this visit and were inspected for safety, comfort, and cleanliness. Tour began in bedroom #3 which has been converted into the main day care room where LPA observed age-appropriate toys, equipment, and materials for children. LPA also observed (1) play pen and mats in the bedroom. The play pen is free from loose articles and objects. There are no objects hanging above or attached to the side of the play pen. Play pen does not hinder the entrance or exit to and from the space they are sleeping in. Mattresses were observed to be firm and covered with a fitted sheet that is appropriate to the mattress size. Per licensee, children use the bathroom located inside of bedroom #3. LPA observed that the children\342\200\231s bathroom is in safe and in sanitary conditions. There\342\200\231s also a first aid kit readily available. Page 1 of 4 At 09:51 am smoke and carbon monoxide detector were observed to be operable. The valve on the required 2A10BC fire extinguisher indicates fully and was purchased in 02/2025. Per State Fire Marshall standards, fire extinguishers shall be serviced annually. LPA observed the following required posted documentation in the bedroom #3: Facility License, Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness form, LIC 610- Emergency Disaster Plan and PUB 269 California Child Passenger Safety Law. All homes shall conduct fire and disaster drills at least once every six months and document the date and time of each drill. Last drill conducted was on 01/14/26. Children\342\200\231s roster was available for review during the inspection. Per licensee, food is provided to children. Licensee was advised that if food is brought from the children\342\200\231s homes, all containers must be labeled with the child\342\200\231s name and properly stored or refrigerated. The facility has a working telephone, ventilation, and heating. Detergents, cleaning compounds, medications, and other items which could pose a danger to children were observed to be inaccessible to children. The licensee states that there are no poisons in the home and understands that storage areas for poisons must be locked with a key or combination lock. According to the licensee, there are no firearms, weapons or bodies of water in the home. Children use the side yard for outdoor play. Per licensee, children may also use the front yard for outdoor play. LPA observed adequate shade and age-appropriate play equipment. LPA did not observe any objects that could be hazardous to children in care. LPA advised the licensee to check with the American Standard Testing Materials for Playground Guidelines and/or to use the manufactures recommendations for the playground equipment in efforts to be more in line with safety guidelines. Licensee understands that children should be supervised at all times. Children and staff records were reviewed. LPA observed child #1 (C1) had an incomplete LIC 627. LPA provided a technical violation. Children and staff names were documented on the LIC 811, and a copy was provided to the licensee during the inspection. AB1207 Mandated Child Abuse Reporting \342\200\223 On or before March 30, 2018, any person who works in a child care facility shall complete the training and renew the training every 2 years. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the licensee Lorena Parga confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. At this time, the facility is in compliance with California Title 22 Regulations. Therefore, there are no deficiencies being issued today.
