What the inspector wrote

Licensing Program Analyst (LPA) Fabiola Vasquez conducted an unannounced random inspection. LPA met with designated facility Director, Aracely Ramires. this is preschool/ toddler program licensed for 19 children which operates Monday \342\200\223 Friday from 7:30 AM \342\200\223 6:00 PM. Per the Assistant Director there are 18 Preschool/toddlers enrolled, The program is physically separate from other components both indoors and outdoors. At approximately 3:40 PM LPA Vasquez began facility tour with Director. All areas identified on the facility sketch were inspected. LPA observed 15 children with 3 staff. Teacher ratios were observed to be in accordance with Title 22 regulations. The facility is within the conditions, limitations, and capacity specified on the license. Staff names were recorded. All the children were observed to be under direct visual supervision of a staff person at all times. LPA observed the facility to be clean, safe, sanitary and in good repair. Furniture and equipment was inspected. LPA observed an aloe vera plant with sharp edges in the yard, Assistant Director removed the aloe vera plant during the inspection. LPA inspected for loose, or pointed parts. In order for the snap dragons classroom children to access the restroom they walk through a hallway, staff kitchen lounge area and passes the front door of the adult men's restroom where cleaning compounds are stored. During the visit LPA observed knives in the kitchen . Director provided a statement on how children are supervised when they are walking to the restroom. knives were placed up high inaccessible to children and the men's restroom was locked. All indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. All toilets and hand washing facilities are in safe and sanitary operating conditions. All materials and surfaces accessible to children are toxic free. At this time, the office is used as an isolation area. Parents are contacted immediately when children are determined to be ill and staff are ensuring that children with obvious symptoms of illness are not being accepted. Facility provides breakfast and PM snack. Parents bring food for children or purchase from an outdoor vendor. LPA observed the menu which provides weekly foods. The classroom has a refrigerator where the food is stored all areas are clean, free of litter, rubbish, and rodents/vermin. All food is protected from contamination. and LPA inspected that any contaminated food is discarded immediately. Children have individual water containers that are brought inside and outside by the teachers. PAGE 1 OF 4 All storage containers for solid waste, including moveable bins, have tight fitting covers on and are in good repair. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children are stored in an area inaccessible to children. Storage areas for poisons are locked. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements. The facility takes measures to keep the facility free of flies, other insects and rodents. LPA observed age appropriate furniture and equipment, but not limited to cribs, cots, mats; changing tables, and feeding chairs. LPA observed and inspected sleeping equipment to ensure there is a sufficient amount. Outdoor play equipment was observed to be in good condition, free of sharp, loose or pointed parts. Outdoor activity space surface is maintained in a safe condition as is free of hazards. The Director states that there are no bodies of water on the premises and LPA did not observe any bodies of water during this visit. Areas around and/or under climbing equipment, swings and slides have sand and grass cushioning material to absorb a fall; climbing apparatuses are single level only. Assistant Director states there are no weapons or firearms on the premises. Sign in and out sheets were reviewed to ensure that the person who signs the child in and out uses their full legal signature and records the time of the day. Staff Records were reviewed to ensure that a health screening report is on file and that Infant staff are qualified. Children\342\200\231s Records were reviewed to ensure that Identification and Emergency form and a medical assessment are on file. Criminal Records Clearance for adults and verification of CPR/First CPR was reviewed for Assistant Director (expires: 2/1/22) Aid and health preventative practices documentation was reviewed. PAGE 2 OF 4 SB792 (Immunization Requirements for Staff and Employees) was discussed with the Assistant Director. AB1207 Mandated Child Abuse Reporting \342\200\223 On or before March 30, 2018 any person who works in a child care facility shall complete the training and renew the training every 2 years. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. Individuals within one month of their 18th birthday must be fingerprinted immediately. Failure to obtain a criminal record background check clearances prior to initial presence in the home will result in an immediate $100.00 dollar or more per day Civil Penalty. The facility shall ensure that each child is accorded the following personal rights: to be accorded safe, healthful and comfortable accommodations. All personnel shall be in good health and shall be physically and mentally capable of performing assigned tasks; personnel that pose a threat to the health and safety of children shall be relieved of their duties, All personnel shall be given on the job training in housekeeping, sanitation principles and universal health precautions. PAGE 3 OF 4 LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov . At this time, the licensee is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today. The Notice of Site Visit (LIC 9213) \342\200\223 must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
