What the inspector wrote

On March 11, 2025, at 12:30 pm , Licensing Program Analysts (LPAs), Priscilla Ochoa and Crystal Green conducted an unannounced Case Management inspections for a decrease in the licensed capacity. LPAs met with Director, Angineh Hambarchian who guided LPAs on a tour of the facility. This facility is currently licensed as a preschool program with a capacity of (175) children serving ages 2 to 5 years old in (7) classrooms: Starfish (Rm 933), Sea Turtle 1, Sea Turtle 2 (Rm 306), Dolphin, Seahorse 1 (Rm 304), Seahorse 2 (Rm 305), and Red (Rm 307). The Licensee, The Sand Castle Preschool, Inc., has requested to decrease their overall licensed capacity to ( 154) children by removing the Red room (room 307) from the license. The hours of operation will be Monday through Friday from 7:30 a.m – 5:30 p.m. Present during today’s inspection were 87 children with 14 staff. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPAs Ochoa and Green informed Director, Angineh Hambarchian that staff are required to always maintain direct visual supervision of the children during indoor and outdoor activities. LPAs continued to tour the facility and measured the indoor activity space that will be removed. The total measurements of removed space equals 767.87 square feet. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via each child’s personal water bottle. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Page 1 of 2 The play yard is fully fenced area and no changes were made. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Drinking water is available via children’s personal water bottles. The facility representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. No corrections are needed. Upon a final file review, a license for 154 children serving ages 2 to 5 in 6 classrooms: Starfish (Rm 933), Sea Turtle 1, Sea Turtle 2 (Rm 306), Dolphin, Seahorse 1 (Rm 304), Seahorse 2 (Rm 305) will be granted. A notice of site visit was given and must remain posted for 30 days during facility’s hours of operation. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. An exit interview was conducted, and a copy of the report was provided to Director, Angineh Hambarchian. Page 2 of 2
