What the inspector wrote
On 11/14/2025, Licensing Program Analyst (LPA) Jonnisha Culbert conducted an unannounced inspection at the facility noted above and met with Licensees, Wilhemina Aloc and Josefa Aloc. LPA stated the purpose of the visit was to conduct a Case Management- Annual Continuation inspection. The operating hours of the facility are Monday through Friday from 6:30 AM to 6:00 PM. Entrance Checklist for Family Child Care Homes was provided to licensee (Wilhemina) on 11/13/2025. Individuals residing in the home were discussed and noted. Present at the time of the inspection were licensees, adult 1, and three children.
Note: This report contains information collected on two separate dates (11/13/2025 and 11/14/2025).
This is a single-family home that consists of four bedrooms, three bathrooms, living room, dining room, family room, kitchen, attached garage, laundry room, front yard, and fenced backyard.
Areas that are accessible to children include: living room (through passing), dining room (through passing), one bathroom, family room, and fenced backyard.
Areas off-limits to children include: four bedrooms, two bathrooms, laundry room, an attached garage, and front yard. LPA observed that all off-limits areas were accessible. Per licensee (Wilhemina), the children do not go to any of the off-limit areas. LPA reminded licensee that all off-limits areas of the home must remain inaccessible to children in care.
At approximately 10:08am LPA took a photo of accessible stairs. During visit on 11/13/2025, licensee indicated that they block access to the stairs by using a net. LPA observed licensee (Wilhemina), placed a

net at the foot of the stairs. Per licensee (Wilhemina), once all children arrive and are in the family room they remove the net. This is a potential safety risk to persons in care. On 11/14/2025 LPA observed children arriving and the net was not placed at the foot of the stairs to block access. LPA reminded licensee (Wilhemina) that the stairs are to remain barricaded while children are in care.
The following documents were posted: Facility License, Notification of Parents' Rights (PUB 394), Earthquake Preparedness (LIC 9148), and Emergency Disaster Plan (LIC 610A).
Areas used by children were inspected for safety, comfort, heating, cleanliness, and telephone service. In the family room, LPA observed outlet covers, age-appropriate toys and furniture (indoor and outdoor), and play yards. Per Licensee, the home is equipped with central heating and air. Detergents, cleaning compounds, and medicines were made inaccessible to children. Per Licensee (Wilhemina), poisons are kept in the locked garage. LPA observed bug spray in the laundry room above the washer and dryer. The laundry room leads to the garage. LPA also observed that the garage door was unlocked. LPA reminded licensee that poisons are to remain in areas that are locked and inaccessible to children. In the kitchen, knives are inside of an inaccessible drawer. LPA reminded licensee that sharp objects are to remain inaccessible to children. Per licensee (Wilhemina), there are no firearms or bodies of water on the premises.
LPA checked the home for required emergency devices. LPA observed a fire extinguisher (2-A:10-BC) that is fully charged with a service date of 01/09/2025. Licensee (Wilhemina) was reminded to purchase or service the fire extinguisher yearly. A combination carbon monoxide/smoke alarm was observed and is operable. Licensee has a current Facility Roster (LIC 9040) and disaster drill log available for review. The last drill was conducted on 09/18/2025.
Per licensee, they provide meals and snacks for children in care. Licensee (Wilhemina) was reminded that food that is brought from the children's home shall be labeled with the child\342\200\231s name and properly stored or refrigerated.
LPA conducted a record review of one child\342\200\231s file and two personnel files. During record review, LPA observed that child 1\342\200\231s file was not complete. Child 1\342\200\231s file was missing documentation of fifteen-minute sleep checks. Per licensee (Wilhemina), they have a form to log fifteen-minute sleep checks, but they do not use it.

LPA observed the blank sleep log form. This is a potential safety and personal rights risk to persons in care. LPA reminded licensee that they are to observe and document observation for all sleeping infants every fifteen minutes. During personnel record review, LPA observed that Licensee, Josefa Aloc was missing record of immunizations and mandated reporter training. This is a potential safety and personal rights risk to persons in care. Both licensees have current Pediatric First Aid and CPR certificates obtained on 02/08/2025. Licensee (Wilhemina) has the required immunizations. Their mandated reporter training was completed on 02/03/2025. LPA reminded licensees that mandated reporter training must be completed every 2 years by all staff. Mandated reporter training is available at

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
During the exit interview, Wilhemina Aloc, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
During today's visit, licensee received three type B citations. Please review LIC 809Ds for more information. Appeal rights and a notice of site visit was given. The notice of site visit must remain posted for 30 days.
