What the inspector wrote

Licensing Program Analyst (LPA) Nolan Tcheng conducted an unannounced Case Management inspection, for the purpose of following up on an incident reported to the Department on 05/02/2025. Upon arrival at 10:25am, LPA met with Site Supervisor Claudia Cabral, to whom the purpose of the inspection was explained. A tour of the facility was provided. There were children present during the inspection. Education Supervisor Jasmine Briseno arrived during inspection. Census was taken. There were 26 children with 10 staff members. On 05/01/2025, a parent was picking up their child when they stated they observed a staff member grab their child's arm and squeezing, leaving marks/scratches on the child. LPA is conducting today's inspection to verify the events that took place and determine if there was a violation of Personal Rights. During inspection, LPA conducted a phone interview and interviews with four staff members. Due to the age of children being served, only one child interview was attempted. Pictures were obtained. Staff interviews all stated that redirection was taking place between Staff #2 and Child #1 during the alleged incident on 05/01/2025. Child #1 was being rough with another child in care over a toy/material, and Parent of child was verbally redirecting child from other side of classroom. Staff #2 approached Child #1 to redirect them and was stated as "tapping" child on the arm, asking Child if they heard their parent asking them to stop. All staff were consistent in recollection of events. Written statements were reviewed during inspection. Pictures did not provide clear image for indication. Based on the information above, LPA has determined that there was no violation of Personal Rights. No citations are being given during today's inspection. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Education Supervisor Jasmine Briseno, at 12:35pm. Copy of Report provided.
