What the inspector wrote
On April 2, 2025 @ 1 pm Licensing Program Analysts (LPAs) Lilli Babcock and Diana Ortiz conducted an unannounced annual inspection to the above facility. A COVID risk assessment was conducted. LPAs met with Licensee, Stacey Fivecoat, to whom the reason for the visit was explained. LPAs observed 10
children, and 2 assistants present at the time of our arrival. Per Licensee, there are 13 children currently enrolled. The licensee was observed to be operating within the license capacity limitations at the time of inspection.
Licensee states there are 3 adults and no children living in the home. All adults living in the home have obtained a criminal record clearance.
This is a two-story home which consists of 3 bedroom, 2 bathrooms, living room, dining room, kitchen, garage, office, and classroom on the first floor; and 1 large room upstairs being used as a bedroom on the second floor. The property also contains a front yard and a backyard which is fenced.
Per licensee, areas off-limits to children and parents include bedroom, 1 bathroom, office, garage, and front yard on the; and the entire second floor which is accessed by a door in the hallway area. Licensee stated the door to the second floor is always locked during daycare hours and LPA observed the door to be locked on this day. The children have access to kitchen, dining room, living room, classroom, one bathroom, and backyard which is fenced.

Licensee guided analyst on a tour of the facility at 1:15PM. During this visit, all areas identified on the facility sketch that are accessible for children to use were toured and inspected and the following was observed.
Facility License, Emergency Disaster Plan, Parent’s Rights Poster, and Earthquake Preparedness Checklist were observed to be posted in the entry way of the home. A current children’s roster was available for review.
There is telephone service via a cellphone that stays at the facility during operation hours. Hours of operation are 7:30 am – 6:00 pm, Monday – Friday. Per Licensee, there is central air and heating in the home. LPA observed a fireplace in the dining room that is screened and has a safety latch making it inaccessible to children.
Detergents, cleaning compounds, and medications were observed to be inaccessible to children. Poisons are locked in the off-limits shed in the backyard. LPA advised that any poisons should be locked under key or combination lock. Licensee does not have firearms in the home.
The valve on the required 2A 10BC fire extinguisher indicates fully charged on 1/21/25. Smoke and carbon monoxide detectors were tested and were operable on this day.
All homes shall conduct fire and disaster drills at least once every six months and document the date and time of each drill. Last drill documented was conducted on 3/11/25.
The home is observed to be clean and orderly. There are first aid supplies available. There are age-appropriate toys available for children. Appropriate sleeping arrangements in form of playpens and mats were observed.

Licensee states she is currently caring for 4 infants. LPAs observed sleep logs for the four infants.
Currently, children are using the back yard for outdoor play time. The outdoor play area was observed to be fenced. LPA observed that the outdoor yard has toys such as a riding and push cars, trikes, a playhouse, and other materials for children to play with. Children’s records were reviewed, including emergency information, and were observed to be complete. Licensee’s records were reviewed and observed to be complete. LPA observed that the Licensee does have proof of pertussis, measles and influenza immunizations, and the Mandated Reporter AB 1207 compliant Child Care Training Certificate on file with expiration on 5/14/26.
The licensee has completed training on preventive health practices including Pediatric First Aid and CPR. The licensee's Pediatric First Aid and CPR with the American Red Cross expires on 2/22/26.
LPA issued an LIC 857, Children’s Record Review, and LIC 859, Staff Record Review to the licensee which documents staff and children’s files reviewed during this inspection.
There are 5 dogs, Bunnies, Chickens and fishes on the premises. All animals are kept in cages during Daycare hours making them inaccessible to children.
Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home.
LPAs did not observe the following items during the inspection: Johnny Jumpers, Saucer Chairs, and/or any other item that fall into these categories are not permitted in a family child care facility.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
During the exit interview, the Licensee Stacey Fivecoat confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
At this time, the licensee is in compliance with California Code of Regulations Title 22. No deficiencies cited.
A notice of site visit was given and must remain posted for 30 days.
