Inspector’s narrative

What the inspector wrote

Allegation: Uncleared adult is residing in the home. According to the allegation, an uncleared male adult, Person #1 (P1), is residing in the home. Licensee stated P1 does not live in the home. LPA obtained a declaration signed by Licensee listing the names of all person’s living in the home. LPA observed P1 is not on the list and all adult’s licensee states live in the home have fingerprint clearance and are associated to the facility, per the Guardian fingerprint database. Interviews conducted with licensee, licensee’s assistant, parents of children in care, and children in care revealed no disclosures regarding P1 or another adult who is not fingerprint cleared living in the home. During a complaint visit on 9/20/23, LPA Lopez did observe and take pictures of vehicle license plates and vehicle registration listing the name of P1. The items were observed by LPA in the room next to the day care room. The room contained a bed, male shoes, and male clothing in the closet. Licensee stated during an interview that the room the items were observed in “It’s an extra room. I also use it for storage”. Licensee stated the men’s clothing observed in the room are “extra clothes for my husband, grandson, and my sons”. During visits on 10/3/23 and 11/30/23 LPA Babcock observed shampoo in the bathroom shower attached to the bedroom. LPA did not observe a toothbrush or toothpaste, or other toiletries during the visits. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated. No deficiencies are being cited at this visit. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. Exit interview conducted and report was reviewed with Licensee, Blanca Carrillo Page 2 of 2
