What the inspector wrote

Licensing Program Analysts (LPAs) Nolan Tcheng and Priscilla Ochoa conducted a Case Management-Licensee Initiated inspection, for a capacity increase. Upon arrival at 12:10pm, LPAs met with Site Supervisor Cecilia Noriega, to whom the purpose of the inspection was explained. This facility is licensed as an Infant program with a capacity of 38 serving 8 infants aged 6 weeks to 18 months in Room 1 and serving 30 toddlers aged 18 to 36 months in Rooms #2-4. The licensee, Options For Learning, is requesting to increase infant capacity by adding Rooms #5 and #6 to the existing licensed areas, increasing the infant aged children capacity by 16 to a total of 54 children. Rooms #5 and #6 will be decreased from the Preschool license on the same property Options For Learning State Head Start Full Day #198019610. A tour of the facility was provided and census was taken. There were 18 children and 10 staff present. Appropriate ratios and supervision was observed. All indoor and outdoor activity space for children were reviewed. LPAs continued to tour the facility and measured the new indoor infant activity space. The total new infant indoor activity space measured 681.86 square feet, which is sufficient to accommodate the requested increase of capacity the total capacity to 54, and infant age capacity from 8 to 24. The toddler indoor capacity will remain the same allowing for a capacity of 30. LPAs observed all indoor activity space to be complete and safe. There were age appropriate furniture, toys, equipment, and materials. LPAs observed the nap area to by physically separated from the indoor activity space. The changing table was observed to be within arms reach of a sink, with raised sides of 3 inches and 1 inch cushion. The partition of the nap area was observed to be shorter than the required height of 4ft. LPA discussed with Site Supervisor that it will need to meet regulations before approval. REPORT CONTINUES PAGE 1 of 2 The faciltiy has a a fully fenced playground for infant age children. The total square footage for the outdoor play area is 3389.16, which will be sufficient space to meet the capacity of 24 infant aged children. There is currently a waiver on file for staggered play schedule for the infant and toddler programs to use the play space at different times of the day. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Drinking water is available via filtered water jug. LPA observed all hazardous items on the playground to be inaccessible to children. Facility Representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Upon receipt of the nap area wall correction, the license will be granted the capacity increase. Final approval will be granted upon final file review. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Site Supervisor Cecilia Noriega, at 2:45pm. Copy of report provided.
