What the inspector wrote
On 02/17/2026 at 08:24am, Licensing Program Analyst (LPA) Jonnisha Culbert conducted an unannounced 3 year required inspection at the facility noted above.\302\240 LPA met with licensee, Hema Varadaraj and stated the purpose of today's visit. No children were present during today's inspection. Per licensee, they have not had any children since they received their license.
Licensee and two adults were present in the home. Per licensee, four adults are currently staying in the home. Adult 1 (A1) is visiting and will be staying for two weeks. Adult 2 moved back in last week. LPA observed that A1 and A2 do not have a fingerprint clearance. Licensee was reminded that all adults 18 years are older who lives in the home are required to obtain a fingerprint clearance prior to living in the home.
This is a single family home that consist of three bedrooms, two bathrooms, living room, kitchen, dining area, attached garage (no access to the garage from inside the home), front yard, and fenced backyard. Areas that are on-limits to children are: living room, one bathroom, dining area, one bedroom, and fenced backyard.
Areas that are off-limits to children are: two bedrooms, one bathroom, kitchen, and attached garage.
The following documents were not posted: Facility License, Notification of Parents' Rights (PUB 394), Earthquake Preparedness (LIC 9148), and Emergency Disaster Plan (LIC 610A). LPA reminded licensee the postings should be placed in an area where parents can see it.

Areas to be used by children were inspected for safety, comfort, heating, cleanliness, and telephone service. LPA did not observed any furniture for children, child safety devices, or toys.\302\240\302\240 Per Licensee, they placed all sleeping mats, children table and chairs, and toys inside of the garage.\302\240 LPA reminded licensee that while the license is active the home should remain set up to provide care for children.\302\240\302\240 Per licensee, the home is equipped with central heating and air. LPA observed vents throughout the home. Per licensee, cleaning supplies are kept inside of the garage.\302\240 LPA observed disinfecting wipes in the bathroom. LPA reminded licensee, that all cleaning supplies or hazardous items must remain inaccessible to children in care.\302\240 Per licensee, medications are kept in off limits bedroom and poisons are kept in the garage.\302\240 Licensee was reminded that poisons are to remain in an area that is locked and inaccessible to children.\302\240\302\240 Per licensee, there are no firearms or bodies of water on the premises.
LPA checked the home for required emergency devices. LPA observed a fire extinguisher (1-A:10-B:C) that is fully charged. LPA reminded licensee that the required fire extinguisher is a 2A10BC and it shall be serviced yearly or repurchased. A carbon monoxide and smoke alarm were observed and are operable.
Per licensee, they will not provide meals for children in care. Licensee was reminded that food that is brought from the children's home shall be labeled with the child\342\200\231s name and properly stored or refrigerated.
LPA conducted a record review of the licensee's file. During record review, LPA observed that the licensee's file had a valid Pediatric CPR certification (expires01/2028), TB clearance, and mandated reporter completion certificate (expires 08/26/2027). LPA reminded licensee that mandated reporter training must be completed every 2 years. Mandated reporter training is available at

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
During the exit interview, Hema Varadaraj, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
