    Personal Rights. The licensee shall ensure that each child is accorded with a safe, healthful and comfortable accommodations, furnishings and equipment to meet his/her needs. This requirement was not met as evidenced by: Per interviews and record reviews, C4 had bitten C5 on 4/13/2021 and C4 had again bitten two other children, (one on 4/12/2021 and another on 5/18/2021). This poses a potential health and safety risk to the children in care.
