What the inspector wrote

On 9/23/25 at 9:45am, Licensing Program Analysts (LPA)s, Stephanie Li and Diana Ortiz conducted an unannounced Case Management inspection for an INCREASE in capacity. Upon arrival, LPA met with Director Kobi Gonzalez. Applicant is requesting to be licensed for 40 school age children in classrooms ROOM 9, 10, and 11. Hours of operation will be Mon-Fri 6:00am- 7:00 pm. Present during today\342\200\231s inspection were 0 children and 0 staff. No children were present due to being in school. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPA\342\200\231s informed Kobi Gonzalez that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. LPA\342\200\231s continued to tour the facility and measured new additional indoor and outdoor activity space. Total indoor activity space measured (1425.65 sq ft), which is sufficient to accommodate the requested capacity of 40 school age children. LPA\342\200\231s observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via sink water fountains. LPA\342\200\231s observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Per Director, fire inspector confirmed with her that fire inspection will be conducted by 9/27th. Director will follow up with LPA\342\200\231s when fire inspection has been conducted. LPA\342\200\231s observed a total of 3 sinks and 3 toilets available for children\342\200\231s use. These are sufficient to accommodate the requested capacity of 40 children. pg 1 of 3 The facility currently has a fully fenced playground area. Fencing (chain link fence) is at least four feet high. The total square footage for all the outdoor activity space is (TOTAL 2260.63 SQUARE FEET), for only 30 children at one time, insufficient for the number of children being requested. A playground waiver to use the preschool playground at staggered play times, due to limited square footage shall be submitted and approved prior to licensure. Shade is provided via building patio roof. Outdoor age-appropriate toys and play equipment were purchased during todays visit and purchase receipt was verified. Drinking water is available via outdoor water fountain. LPA\342\200\231s did not observe any hazardous items on the playground accessible to children. Director Kobi Gonzalez was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Per director, water lead re-testing is scheduled for October 2025. Director Kobi Gonzalez was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Staff files were reviewed. There is at least 1 staff with CPR/First aid. Additional hired staff for school age has all required qualifications. Pg 2 of 3 Director Kobi Gonzalez was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The following corrections are needed prior to the issuance of the license: 1. Approved fire clearance 2. Playground waiver Director Kobi Gonzalez understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. A notice of site visit was given to Kobi Gonzalez and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
