Inspector’s narrative

What the inspector wrote

According to the Reporting Party (RP), "Facility has accessible air fresheners throughout the facility.” Allegation regarding- Facility has accessible air fresheners throughout the facility. According to the RP, the facility has air fresheners plugged into the walls at the reach of the children. Per RP, these air fresheners are glass, they get hot, and the children are inhaling the chemicals. RP states that the air refreshers are black on top and are afraid they will explode. LPA was unable to interview the RP as RP did not provide a phone number nor responded to LPAs email. During LPAs walk through of the facility, air fresheners were observed plugged in on the walkway leading to the children’s classrooms, library, and science areas accessible to children. LPA did not observe the air fresheners to be black on top. LPA touched one of the air fresheners and they were not hot. According to the director, children walk through the area where the air fresheners are plugged in to access the library and science areas. Per director, children are always supervised while walking in and out of the classrooms. Director stated that the air fresheners are not inside the classroom; however, there are air fresheners are in the walkway leading to the classrooms and inside the director’s office. Per director, air fresheners are constantly changed/maintained. During the inspection, the director immediately removed all air fresheners plugged in on the walkway and placed them inside a zip loc bag. LPA took pictures of the walkway. LPA recommends that the facility researches which air fresheners do not pose a potential risk to children since air fresheners release chemicals. Based on LPAs observations, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12, Chapter 1, the following deficiency are being cited (see attached 9099D). The following deficiencies were cited in accordance with Title 22 of the California Code of Regulations and Health & Safety Codes. Please see 809D for documentation of deficiencies. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with director Bernadette Galindo. Page 2 of 2
