What the inspector wrote

Page 2: with a Facility Roster, Staff Handbook, Incident and Accident Reports, and Enrollment Packet. Pertaining to the allegation: Staff rough handle children in care, Staff #1 stated “When redirecting, staff will separate the children and take them by their hand and move them to another area, or will pick them up and talk to them.” Staff #3 stated, “There have been times where a few of the kids would not listen to Staff #4 during clean up time, and pull away from the Staff #4 to get away from Staff #4, and just fall to the ground.” During interview with Child #1, LPA asked Child #1 if Staff #4 grabbed a toy out of another child’s hand, Child #1 responded by shaking head left to right. Pertaining to the allegation: Staff yell at children in care, Staff #1 stated that Staff #4 “has a very ‘raspy’ voice. She does not yell. During interview with Child #2, LPA asked what staff do when they get mad, and Child #2 responded stating, “I have to sit on the bench and go on time out.” During interview with Child #1, LPA asked if Staff #5 yells at kids, and Child #1 responded “Uh huh” and shaking head up and down. Staff #5 stated, “If I see a child doing something wrong, I will say something loud enough to hear, make sure to get their attention where they don't fall or hit another child. I will say their names loud so they stop doing something they're not supposed to.” Corroborating Staff disclosures were made stating teachers will raise their voices if children cannot hear them or are not listening. Pertaining to the allegation: Inappropriate interactions between children while in care, multiple staff disclosures were made stating that if there was a conflict between children, Staff would tell children to stop, then separate the children, and give a small time out to both children to have children reflect and calm down. Staff #3 stated, “There was not any abnormal conflict that 3-year olds get into besides arguing over toys." Staff #1 stated, "Children need to learn to problem solve and to express themselves." During interview with Child #1 and Child #2, LPA asked if any other children were mean to Child #3, and both Child #1 and Child #2 responded stating, “No.” No disclosures were made regarding children bullying Child #3. Corroborating Staff statements were made stating Child #3 was very shy, wanted to keep to herself, and wanted to play by herself." This agency has investigated the complaint alleging personal rights violations and found that although the allegations may have happened or is valid; Based on Staff and child statements there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore at this time the allegations are deemed Unsubstantiated. Page 3: An exit interview has been conducted with Director, Lorena Vasquez. Appeal Rights explained and provided. A copy the reports (LIC 9099A and LIC 9099Cs), Appeal Rights (LIC 9058), and the Notice of Site Visit (LIC 9213) were sent via email to Director. An electronic read receipt confirms receipt of the reports. The facility representative was provided with the mailing address to the Monterey Park Regional Office (1000 Corporate Center Drive, Suite 200B, Monterey Park, CA 91754) and agrees to send a copy of the signed LIC 9099 reports by email to LPA and mail originals forms to the office. The Notice of Site Visit (LIC 9213) shall be posted for 30 consecutive days. Failure to maintain posting as required will result in a $100.00 civil penalty. -End of Report-
