What the inspector wrote

Licensing Program Analysts (LPAs) Cynthia Reyes and Stephanie Li conducted an unannounced site inspection to present the findings of the complaint allegation listed above. This inspection is to ensure the health and safety standards as required by the regulations governing child care centers are met. LPAs met with Carlota Garlington, Assistant Director, who the complaint was gone over. During the course of this investigation of Personal rights: Per complainant staff speaks to children in an emotionally abusive way by yelling and using words like sit down and be quiet, or by standing over a crying child yelling get up. Per interviews, no other person has heard or seen the staff member yelling emotionally or physically abusive towards any child. Based on interviews, record reviewed, received and LPAs observation, the above allegation is deemed UNSUBSTANTIATED. Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred. An exit interview was conducted, and a copy of this report was provided to Carlota Garlington, Assistant Director, along with the Notice of Site Visit and Appeal Rights.
