What the inspector wrote

Licensing Program Analyst (LPA) Roxana Lopez conducted an unannounced annual random to the above facility. LPA met with Licensee, Lucia Navarro, to whom the reason for the visit was explained. Per Licensee, there are 11 children currently enrolled. There were 4 children and 1 assistant (licensee\342\200\231s husband) present upon arrival. The licensee was observed to be operating within the license capacity limitations. The licensee states that 4 adults and no children currently live in the home. Per Licensee, there is one assistant (licensee\342\200\231s husband) working in the facility. All adults living in the home have obtained a criminal record clearance. This is a one-story home which consists of 4 bedrooms, 3 bathrooms, living room, family room, dining room, kitchen, detached garage, front yard, and backyard which is fenced. Per licensee, areas off-limits to children and parents include 4 bedrooms, 2 bathrooms, dining room, front yard and detached garage. The children have access to living room, family room, kitchen, one bathroom and backyard which is fenced. Per Licensee, since they only have school age children none of the bedrooms are accessible at this time. During this visit, all areas identified on the facility sketch that are accessible for children to use were toured and inspected and the following was observed. ---------------------- pg. 1 of 4 -------------------- Facility License, Emergency Disaster Plan, Parent\342\200\231s Rights Poster, and Earthquake Preparedness Checklist were observed to be posted in the front living room. A current children\342\200\231s roster was available for review. There is telephone service via a cellphone that stays at the facility during operation hours. Hours of operation are Monday \342\200\223 Friday, 5:00 am- 6:00 pm. Per licensee, there is central air and heating in the home. Detergents, cleaning compounds, and medications were observed to be inaccessible to children. Per Licensee poisons are kept in the off-limits garage and locked with a key lock. Licensee states that there are no firearms or weapons stored in the home. The valve on the required 2A 10BC fire extinguisher indicates fully charged and was serviced on 9/5/2024, as indicated on service tag. Smoke and carbon monoxide detectors were tested and were operable on this day. All homes shall conduct fire and disaster drills at least once every six months and document the date and time of each drill. Last drill documented was conducted on 12/11/2024. The home is observed to be clean and orderly. There are first aid supplies available. There are age-appropriate toys available for children. Licensee states that she is not currently caring for any infants. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at ------------------------------------------------------------ pg. 2 of 4 ------------------------------------------------------ https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Currently, children are using the back yard for outdoor play time. The backyard play area was observed to be fenced. LPA observed that the outdoor yard has toys and other materials for children to play with. Licensee states there are no bodies of water at the facility and none were observed by LPA on this day. Children\342\200\231s records were reviewed, including emergency information and were observed to be complete. Licensee and staff records were reviewed. The licensee and other personnel have completed Pediatric First Aid and CPR. The licensee's Pediatric First Aid and CPR expires on 7/3/2026. Mandated Reporter Training for licensee expires on 8/15/2026. LPA advised that assistant needs proof of required immunizations MMR and Tdap. There are 4 dogs on the premises. Per licensee, the 3 larger dogs are kept outside in the off-limits dog run in a sectioned off part of the backyard of the home during daycare hours. Per licensee, the one smaller dog is off limits in the dinning room. Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, the Licensee Lucia Navarro, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
