What the inspector wrote

Licensing Program Analyst (LPA) Rita Ramos conducted an unannounced required 1 year inspection to the above facility on 02/08/22. Upon arrival LPA met with Keoku Lagarde, Early Learning Center Manager, who provided a tour of the facility. COVID-19 precautionary measures are in place and were observed during the inspection. LPA was later met by Natasha Jackson, Early Learning Center Manager. This is a preschool program that has 2 classrooms. The facility operates from Monday through Friday and is open from 7:45AM to 2:45PM. Upon arrival the following were present: Room #HS1; Staff #1 and Staff #2 with 9 children. Room #HS2; Staff #3 & Staff #4 with 2 children. All areas identified on the Facility Sketch were inspected. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Storage for children's belongings, isolation area for ill children were inspected . Cots for napping children were observed and linens are washed weekly by a laundry service. Availability of drinking water was observed indoors via water pitchers and disposable cups. Appropriate sinks and toilets were inspected for availability, good repair, toilet paper, paper towels, and general sanitation. First Aid supplies were observed. Disinfectants, cleaning solutions, medication and other dangerous items to children, were inaccessible. Early Learning Center Manager, Keoku Lagarde, states that there are no poisons stored at the facility. Carbon monoxide detectors were observed and tested to ensure that they are operable. Menus were observed to be posted. Food and snacks were reviewed for availability, quantity and appropriateness to children in care. All meals and snacks are delivered and provided by the Long Beach Unified School District.Cleaning and food supply storage areas were also observed. There were no deficiencies cited during today’s inspection A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Keoku Lagarde, Early Learning Center Manager . I ncidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Shade, drinking water and fencing were inspected. Play area was inspected for hazards. There are no pools or bodies of water at this facility. Teacher child ratios were observed, and staff names recorded. Care and supervision were evaluated to determine if the basic needs of children are met and appropriate. All floors were observed to be clean and safe. All materials accessible to children were observed to be toxic-free There are no firearms stored on the premises. LPA did observe during the inspection a deteriorating awning right above Room HS1 (pictures were taken) however, the facility was able to provide a work order that was called in to get it fixed. There is at least one person trained in CPR and Pediatric First Aid present during this inspection. Children’s Records were reviewed. Inspection of required forms was made and documented on the LIC 857. LPA also reviewed staff records. The review of Staff records was documented on the LIC 859. All staff have been given on the-job training on sanitation principles, housekeeping, including universal health precautions. Children's roster was reviewed and is current. Sign-In and Sign-Out sheets were reviewed. Children present were signed in. Disaster drill log was available, last drill was conducted on 01/20/22.
