What the inspector wrote
On August 29,2024, at 11:10am, Licensing Program Analysts (LPAs) A. Carter and T. Tran conducted an unannounced Required Annual inspection and met with Facility Representative (FR), Veronica Herrera.
LPAs disclosed the purpose of the inspection and was granted entry into the facility.
This Head Start Program located on the premises of an elementary school. The facility hours of operation are from 8:30am \342\200\223 2:30pm, Monday - Friday. This facility is currently licensed for a capacity of 80. At the initial start of the site visit, there is a total census of 46 children and a total census of 10 teachers present. The facility is made up of 4 classrooms. Room 1: had 14 children and 2 staff, Room 2: had 11 children and 2 staff, Room 3:11 children and 2 staff, Room 4: 10 children and 2 staff, and 2 floater CCC subs present at time of inspection. The facility obtained current pediatric CPR and First Aid for all facility staff members. All center staff that was present during today\342\200\231s inspection had fingerprint clearance and were associated to the designated license number. LPAs observed all posting requirements for operation on the posting board LIC 203A-License, LIC 610 A-Emergency Disaster Plan, LIC 9148-Earthquake Preparedness Check List, PUB 394-Notification of parent\342\200\231s rights poster, LIC 613A- Personal Rights, PUB 269- Child Car Seat Law, Menus, and Activity Schedule. LPAs inspected the furniture and equipment for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Individual storage for children's belongings and learning materials was observed. Isolation area was observed. Napping equipment observe to be in good condition. Age appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, paper towels, area safety and sanitation. All classrooms have trash can with tight lids, first aid supplies, smoke detectors; carbon monoxide/fire extinguishers were observed.
This facility provides breakfast, lunch, and snack. All food items are delivered from the school cafeteria. LPAs observed the food preparation area to be clean and orderly with sufficient food supply and proper storage. Drinking water is obtained by fountains in each classroom available to children in care. Electronic sign in and out process observed, facility has a back up plan in case of power outage. The facility roster was up to date and fire and emergency disaster drills are conducted monthly.

Emergency disaster plan is updated and reflected to the current operation. Children records were reviewed and in good order. Staff records located at the main office not available for review at time of inspection.
At 11:45am, LPAs observed outdoor play area and equipment was inspected for safety, cushioning material, good repair, and age appropriateness. LPAs observed play structures with a slide, musical toys, bikes, sensory and water tables, a toddler size basketball hoop, and other age-appropriate toys around the play yard. Required shade and fencing were inspected. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed at time of inspection.
This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. LPA recommended facility to stay updated with information related to Covid-19 from the California Department of Public Health (CDPH) guidelines, including Centers for Disease Control and Prevention (CDC) guidelines to help prevent and protect staff and children in care. LPA advised to read the Child Care quarterly updates every season as the come out to stay informed of any changes or updates to the regulations and PINs. LPA informed of released PIN 21-15 CCLD related to Kidde Trusense Smoke & combination Smoke/Carbon
LPA informed the effects of lead exposure for children between ages 1-6 years old are the most at risk for lead poisoning. A copy of lead exposure was provided.
Facility was informed of responsibility to report suspected Child Abuse by calling the Child Abuse Hotline at 1-800-540-4000. Also call the Community Care Licensing office and follow up with a written Unusual Incident/Injury Report (LIC 624B). Licensee is reminded that smoking is prohibited on the premises.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
No deficiency was cited at this time. A notice of site visit was given and must remain posted for 30 days.
