Inspector’s narrative

What the inspector wrote

This was an announced licensee initiated- case management inspection conducted by Licensing Program Analyst (LPA) Crystal Green. Due to COVID-19 and precautionary measures, this case management inspection was conducted with Licensee Wen Jun Bao via a tele-inspection by use of FaceTime. Also present in the home during this inspection were Crystal Yu and Mei Yu. The purpose of the tele-inspection was due to the licensee's request to increase to a Large Family Child Care Home. During this tele-inspection, the Licensee took this LPA on a tour of the home. During this tour, the following was noted: At 10:04 am., LPA was toured through the interior of the home. LPA did not observe any children present during this inspection. Per licensee, she has temporarily cease caring for children as March 2020 due to COVID-19 and plans to reopen facility in August 2021. Areas observed by LPA in the home were living room (main play area), downstairs bedroom 1 (activity room), downstairs bedroom 2 (napping room), and bathroom. LPA observed the bathroom to be located in the hallway next to the living room. LPA observed child proof gates within the downstairs foyer, to prevent children from gaining access to the formal living room, dining room, and second floor. Additional child proof gates were observed in the kitchen and rear staircase. The home was observed to be clean and orderly. Detergents, cleaning compounds, medications, and other items which could pose a danger are inaccessible to children. Per licensee, will provide food for children in care. There are no pets on the premises. Emergency Disaster Plan, Parent\342\200\231s Rights Poster and the Facility License were observed to be posted. At 10:12 am., LPA was toured through the backyard of the home. The outdoor play area was observed to be fenced with adequate shade provided by patio and age appropriate toys. LPA observed the grass area of backyard to be made inaccessible to children. REPORT CONTINUES PAGE 1 OF 2. The licensee states that she will provide IMS. Per licensee, there are no children enrolled that require IMS at this time. Incidental Medical Services (IMS) policy was discussed. At this time, the licensee is in compliance with California Code of Regulations Title 22. There is an approved fire clearance on file. LPA reviewed COVID-19 precautionary measures during this inspection. At this time, the licensee home meets the description of a safe and healthy environment for children as described in Chapter 1, Division 12, Title 22 of the California Code of Regulations, and will be submitted for approval to be licensed as a Large Family Child Care Home. Exit interview was conducted with Wen Bao, this report along with a copy of the appeal rights will be sent to the Licensee via email with a read receipt or confirmation of receipt of the email, which will act as the Licensee\342\200\231s signature.
