What the inspector wrote

Licensing Program Analysts (LPAs) Crystal Green and Elka Chavez conducted an unannounced case management licensee-initiated inspection. Licensing staff met with Director, Christina Gudino. This facility is located on the same lot as the St. Andrew Lutheran Church and has its own self-contained area. There is also an Infant license (198020760) located on the same premises. The preschool program is currently licensed to serve 78 preschool children. The licensee has requested to reduce the preschool capacity to 66 in order to add a new toddler option program (ages 18 to 36 months) with the capacity of 12. The facility hours of operation are Monday through Friday from 6:30am to 6pm. LPAs were provided a tour of the facility’s existing licensed areas. There are 7 classrooms within the facility which are Exploratorium, Discoverers 1, Discoverers 2, Explorers, Travelers, Little Land, and Theater. The licensee is requesting to remove the Discovers 1 classroom and convert into a toddler Option classroom. The Discoverers 1 classroom was observed to have a separate entrance accessible from the facility’s hallway. The toddler children will be escorted to and from the proposed toddler classroom. During the tour, LPAs observed 10 children with 1 teacher in the Exploratorium room. In the Explorer classroom there were 9 children with 1 teacher. In the Travelers classroom there were 10 children with 1 teacher and a private aide. In the Little Land room, there were 8 children with 1 teacher. In the Theater room, there were 8 children with 1 teacher. The facility was observed to be operating within its licensed capacity. The proposed toddler option classroom, Discoverers 1, was observed to contain age-appropriate tables and chairs, toys, and activities. LPAs observed the classroom to contain one age- appropriate toilet and one sink accessible to the children. There is a changing table located within the classroom however it was observed to not be within arm’s reach of a sink. LPAs consulted with Director regarding relocating the changing table to be positioned next to the sink within the children restroom. Licensing staff was guided through the outdoor activity areas. There are two separate outdoor play areas; one designated for use under the preschool license and the other designated for use under the Infant license. LPAs observed the designated preschool space to have a climbing play structure that is not age appropriate for the toddler ages. Per the Director, the licensee would like to request for the toddler program to share usage of the designated Infant outdoor space. LPAs was guided to the Infant outdoor play area and observed the Infant play area to contain age-appropriate that can be accommodate the toddler ages. At this time, the toddler program does not have a designated outdoor space. LPA Green consulted with the Director regards the information needed to request an outdoor waiver to allow children enrolled under the toddler program to use the Outdoor Infant area on a staggered play schedule. Pictures of the Infant playarea were obtained during this inspection. Measurements obtained during this inspection. Indoor Activity space: Discoverers 1 classroom equals 432.11 sq. ft. which can accommodate the licensee toddlers requested capacity of 12. The total indoor activity space remaining for the preschool children equals 3,179.04 sq. ft. which can accommodate the preschool capacity of 66. LPAs obtained measurement of the Infant program outdoor space which equals 2,204 sq. ft. which can accommodate the licensee requested toddler capacity. During this inspection, LPAs consulted with the facility representative regarding the documentation needed for the waiver request. The Department has received an approved Fire Clearance. At this time the licensee request to add a new toddler option is pending final application review, proof of correction, and the approval of the toddler outdoor space usage. Once final approval is obtained the facility licensed total will remain at 78 children however the preschool capacity will be reduced to 66 and the toddler option program will be licensed for 12 toddlers. The following correction will need to be made before receiving final approval. Correction will be due by 11/30/2023. • The licensee will submit proof of the changing table placed within arm’s reach of a sink. Exit interview conducted and report was reviewed with the Director, Christina Gudino. A notice of site visit was given to facility representative and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 day
