Licensing Program Analyst (LPA) Lilli Babcock conducted an unannounced annual inspection to the above facility. A COVID risk assessment was conducted. LPA met with Licensee, Esther Gamboa, to whom the reason for the visit was explained. Per Licensee, there are 8 children currently enrolled. There were 8 children and 1 assistant present upon arrival. The licensee was observed to be operating within the license capacity limitations. The licensee states that 3 adults and 2 children currently live in the home. All adults living in the home have obtained a criminal record clearance. This is a one-story home which consists of 3 bedrooms, 2 bathrooms, living room, dining room/playroom area, kitchen, attached garage/laundry room, front yard (fenced), and backyard with pool (fenced). Per licensee, areas off-limits to children and parents include 2 bedrooms, 1 bathroom, kitchen, and attached garage/laundry room. The children have access to dining room/playroom, one bathroom, 1 bedroom, living room, backyard and front yard which are fenced. Licensee guided analyst on a tour of the facility. During this visit, all areas identified on the facility sketch that are accessible for children to use were toured and inspected. The following was observed: Facility License, Parent\342\200\231s Rights Poster, and Earthquake Preparedness Checklist were observed to be posted in the entry way of the home. Per licensee, children are brought and picked up via the front door of the Page 1 of 4 home. A current children\342\200\231s roster was available for review. There is telephone service via a cellphone that stays at the facility during operation hours. Hours of operation are Monday \342\200\223 Sunday, 5:00 am- 9:30 pm. There is central air and heating in the home. Detergents, cleaning compounds, and medications were observed to be inaccessible to children. Per Licensee any poisons are stored in Rubbermaid storage container with keylock. LPA advised that any poisons should be locked under key or combination lock. Licensee states that there are no firearms or weapons stored in the home, and none were observed on this day. The valve on the required 2A 10BC fire extinguisher indicates fully charged and was serviced on 6/23/25, as indicated on service tag. Smoke and carbon monoxide detectors were tested and were operable on this day. All homes shall conduct fire and disaster drills at least once every six months and document the date and time of each drill. Last drill documented was conducted on 6/26/25. The home is observed to be clean and orderly. There are first aid supplies available. There are age-appropriate toys available for children. Appropriate sleeping arrangements in form of 2 pack and plays and 1 crib were observed. A fireplace was observed in the living room. Fireplace has a glass screen which is zip tied together and is inaccessible to children. Currently, children are using the front yard and back yard for outdoor play time. The front yard play area was observed to be fenced. LPA observed that the outdoor front yard has toys and other materials for children to play with. LPA observed an in-ground pool in the off-limits backyard. The pool was observed to be inaccessible by a 5-foot mesh fence that surrounds the pool. LPA observed that fence does not obscure the pool view. There are 2 windows and 1 sliding door leading to the backyard but not directly to the pool. Both windows and sliding door have working alarms. LPA observed an operating gate that swings away from the pool, self-closes and self-latching. Licensee agrees on this report that the fencing will remain in place whenever licensed care is provided, and so long as the mesh fence makes the swimming pool inaccessible to children Page 2 of 4 as determined by licensing staff. LPA observed a life ring with a minimum exterior diameter of 17 inches. Life ring was observed to be labeled as approved by the United States Coast Guard. LPA also observed a rescue pole with a body hook and minimum fixed length of 12 feet. Both the life ring and body hook were observed to be visible from the pool. LPA observed the facility to have a pool alarm that will sound upon detecting an entrance into the water. LPA observed the alarm to be turned on and in working condition during the visit. Licensee provided documentation verifying that the alarm meets the ASTM International Standard F2208. During the visit Licensee provided LPA with a log documenting daily inspection of drowning prevention safety features and Licensee stated the safety equipment is inspected to ensure it is in working condition each morning before opening the facility. Children\342\200\231s records were reviewed, including emergency information. Licensee and staff records were reviewed. The licensee has completed Pediatric First Aid and CPR. The licensee's Pediatric First Aid and Pediatric CPR with the American Heart Association expires on 3/5/27. Mandated Reporter Training for licensee expires on 1/22/26. LPA issued an LIC 857, Children\342\200\231s Record Review, and LIC 859, Staff Record Review to the licensee which documents staff and children\342\200\231s files reviewed during this inspection. There are 3 dogs on the premises. Per licensee, the dogs are kept in off-limits areas of the home during daycare hours. Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home. LPA did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Saucer Chairs, and/or any other item that fall into these categories are not permitted in a family child care facility. Page 3 of 4 Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee Esther Gamboa, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. At this time, the licensee is in compliance with California Code of Regulations Title 22. No deficiencies cited. A notice of site visit was given and must remain posted for 30 days.
