What the inspector wrote

Licensing Program Analyst (LPAs) Bardo Baluyot conducted an unannounced required annual inspection of the above facility. LPA met with Yvonne Abasta, Head Start Teacher who guided analyst on a tour of the facility. Teacher Assistant Blanca Tejeda was also present. Child Development Supervisors, Kathy Jarvey and Ryan Martinez arrived at 10:15. This is a Head Start preschool program that is operated by Hacienda La Puente Unified School District. The facility is located at Cedarlane Elementary and Middle School. The center hours are composed of one session (8:30 AM to 12:00 PM), Monday through Friday. Per Ms. Abasta, they have been on a special schedule this entire first week back to help the children acclimate. Children are split into smaller group sessions and attend for one hour. Normal schedule will resume next week. Per Ms. Abasta she has 15 children currently enrolled. LPA observed 4 children present during the inspection. LPA inspected the classroom, named the Head Start Room, including the outdoor area which is fully fenced. Parents enter the facility through Fieldgate Avenue. Children are signed in upon entrance to the classroom where a daily sign-in binder is available at the podium. Per Ms. Jarvey, District does not require staff to conduct temperature checks upon entry. Staff are being more vigilant with their daily health checks and have the option to check temperatures if they feel the need. LPA observed all staff and children wearing masks. Furniture and equipment were inspected for age appropriateness and good repair, free of sharp, loose, or pointed parts. Storage for children's belongings and an isolation area were inspected. The Staff Office located inside the classroom will be used as an isolation area for ill children. Children enrolled in this program will not be napping however, a cot or mat will be needed for the isolation area to accommodate ill children. Cubbies are available for at least 24 children\342\200\231s belongings. LPA observed an operable carbon monoxide detector and smoke detector. PAGE: 1 OF 3 Drinking water is readily available indoors and outdoors for children to drink freely via Brita Water Filter. A water fountain is available outside but is not being used currently. The room has central heating and air-conditioning. Age appropriate sinks (4) and toilets (2) were inspected for availability, good repair, water temperature, toilet paper, and sanitation and there is dispensable soap and paper towels. First Aid supplies were reviewed and inventoried. Licensee shall ensure that food is age appropriate and follows Federal Food Guidelines. Food is prepared and provided by the School District Cafeteria. Breakfast and lunch are provided. The food brought in is served on disposable plates and utensils. The main food prep area is inside the classroom where hot meals and snacks can be stored and refrigerated. The sink in the food prep area provides hot water. A menu is posted in the classroom. The outdoor activity area is surrounded by a chain link fence and is exclusively used by the preschool program. Outdoor equipment was inspected for safety, cushioning material, good repair and age appropriateness. There is a required shade structure installed over a rubber matted area. Play structure is not shaded. Drinking water was available outdoors for children to drink freely via water fountain but is not being used currently due to the pandemic. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards were observed. All areas around or under high climbing equipment, slides, and similar equipment are cushioned with material that absorbs a fall. Incidental Medical Services (IMS). Incidental Medical Services (IMS) policy was observed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. REMINDER: Failure to obtain a criminal record background check clearances prior to initial presence in the preschool will result in an immediate $100.00 dollar or more per day Civil Penalty. Check our website at: www.ccld.ca.gov . for regulations and quarterly updates LPA issued the Staff Records Reviewed Form and the Children's Records Reviewed Form ( LIC's 857 & 859) to staff during this inspection. The Records Reviewed forms document the children and staff names that their files were reviewed during this inspection. At this time, the licensee is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today from the areas that were inspected. Exit interview was conducted with Directors Jarvey and Martinez and a copy of report was provided. Appeal rights were also explained & provided.
