Inspector’s narrative

What the inspector wrote

to obtain the police report and was unsuccessful. LPA MSilva interviewed child #1 via phone on 02/25/26 no disclosures were made. During the course of the investigation LPA MSilva obtained the facility roster, personnel report and reviewed file for child #1, interviewed a total of 6 daycare children, principal, supervisor, 4 daycare staff, written declarations from 2 staff were obtained, and 2 daycare parents. Photographs of the classroom bathroom from different angles were obtained and other information pertaining to the complaint. LPA observed the windows to the classroom have a dark tint and there is a barrier located outside the bathroom blocking a direct view into the classroom bathroom. There were no disclosures made during interviews or concrete evidence obtained during the Covina Valley Unified School District internal investigation to corroborate with the alleged allegation. Although the allegation may have happened or is valid there is not a preponderance of evidence to prove the alleged violations did or did not occur. The evidence to prove something happened is equal to and has just as much convincing weight that it did not happen therefore the allegations are unsubstantiated. The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview was conducted and report was reviewed with site supervisor Vanessa Buergeno. Appeal Rights provided.
