On Monday February 2, 2026, Licensing Program Analyst (LPA) Joanne Solorio Campos conducted an unannounced annual inspection and met with Guillermina Solis, Education Supervisor, who guided LPA Campos on a tour of the facility. This is a combination center with an infant program serving 9 children ages birth to 2 years old. This program operates Monday to Friday 8:00 a.m. \342\200\223 3:00 p.m. LPA did not observe any children or staff present. Per Education Specialist there are currently no children enrolled and would like to be placed on inactive status. Facility is located on the De Anza Elementary School campus. LPA asked if there were any poisons, firearms, weapons or bodies of water. The director stated no firearms, weapons, no poisons nor bodies of water. LPA did not observe firearms or weapons, poisons, nor bodies of water. Transportation services are not provided at this facility. LPA entered the infant classroom. LPA observed age-appropriate furniture and equipment to be in good condition, free of sharp, not loose, or pointed parts and age-appropriate toys accessible to children. LPA observed cleaning solutions stored underneath the sink cabinet with a childproof lock making it inaccessible for children to open. LPA observed the sleeping area to be separated from the activity space. The cribs to be free from bumper pads, pillows, toys, blankets, hanging above items. For the walking infants, LPA\342\200\231s observed sleeping cots with individual tight-fitted sheets. LPA observed two step trash bins with a lid, one for diapers and one for trash. LPA observed the diapering changing table to be arm\342\200\231s length to the handwashing sink and a vinyl diapering mat. LPA observed individual cubbies for each child\342\200\231s belongings. Licensing staff observed central AC /heater and vents located on the ceiling. LPA\342\200\231s observed the thermostat located in classroom and the temperature to be between 70-71 degrees . LPA\342\200\231s observed the fire extinguishers located in classrooms and hallways and the valve on the required 2A10BC fire extinguishers indicating fully charged. Smoke detectors were not tested during this visit due to the detectors being wired to the emergency pull down fire alarm system. LPA observed carbon monoxide detectors inside the classrooms and are operable. First aid kit supplies are kept inside the classrooms and LPA observed the kits to be fully equipped. LPA entered the outdoor play area. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. Facility was observed to have adequate shade. For outdoor water, staff bring out children\342\200\231s own water bottles. This program provides all meals including formula. Meals are prepared by the elementary school cafeteria. LPA informed Education Supervisor that any food brought from the children's homes, the container shall be labeled with the child's name and properly stored or refrigerated. LPA observed the food preparation area to be clean and free of litter, rubbish, rodents, and/or any other vermin and storage containers for solid waste, including movable bins with tight-fitting covers that are kept on, and in good repair. The facility was observed to be free of flies, other insects and rodents. The following documents were posted in a prominent, publicly area front lobby: Facility License, Notification of Parents' Rights (PUB 393), Personal Rights (LIC 613A), Menu, and PUB 269 Child Passenger System Poster, and Daily Schedule. LPA observed Education Supervisor Guillermina Solis\342\200\231s Pediatric First Aid/CPR certification from American Heart Association and expires 10/2027, and has proof of immunization against Pertussis, MMR and Influenza declination. Director has completed the mandated reporter (AB 1207) training and expires 08/2027. Director was advised that the mandated reporter training must be completed every 2 years, and is available at www.mandatedreporterca.com Education Supervisor was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1CCP). LPA\342\200\231s verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
