What the inspector wrote
Licensing Program Analysts (LPA) Cynthia Reyes conducted an unannounced increase in capacity inspection as licensee is requesting to increase to a large (14 Capacity) license. T
his inspection is also for the purpose of inspecting the facility to ensure the health and safety standards as required by the regulations governing childcare homes are met. LPA met with licensee Rosi Cardenas who confirmed the family members residing in the home, are 2 adults and 0 children. Present during this inspection was licensee and her assistant daughter. O
perating hours are Monday to Friday, 6:30AM to 6:30PM.
Licensee Rosi Cardenas guided the LPA on a tour of the facility, indoors and out. All areas identified on the facility sketch were inspected, including but not limited to, off limit areas. The home was inspected for safety, comfort, cleanness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children.
Licensee has the License, Parent’s Rights poster and other required forms posted in the entrance of the front door, where parents pick up/drop off the children and documents are visible for all to see. LPA reviewed facility records for LIC 9040- Facility Roster and LIC 61
0- Facility Disaster Plan.

The Licensee does understand that licensing staff may have access to off-limit areas during inspection visit if necessary.

Per licensee there are
no
weapons or firearms currently in the facility. The backyard is adequately fenced and there are
no
swimming pool, spa or other bodies of water observed on the premises. LPA observed there are age-appropriate toys and napping equipment.
During the walk threw of the interior of the home LPA observed the smoke detector and carbon monoxide and LPA had the licensee test both and were verified to be in operable condition. LPA also observed the required fire extinguisher (2A 10BC) located in the day care room with a tag dated 12/13/2024. (Reminded to service)
LPA observed licensee and her daughter who is her assistant has completed the required pediatric First Aid and CPR and Exp. 09/20/2027. LPA observed there are first aid supplies available on the premises and Incidental Medical Services (IMS) policy was discussed.

Infant Care:
LPA discussed
the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at:

, as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Licensee states that she will provide
food
for children in care. Licensing staff advised that if children bring food from home, it should be properly labeled. Licensee

address was verified/obtained during this inspection. The licensee was advised that the email may be public information.

Criminal Record Clearance- Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
At this time, the licensee is in compliance with California Code of Regulations Title 22. No deficiencies cited.
The capacity increase request for a Large Family Child Care will be submitted for
approval
. Once a capacity increase is issued, the Licensee is required to adhere to the terms and limitations as stated on the license.
Fire inspection
approved
on 12/02/2025.
Exit interview conducted and report was reviewed with the licensee, Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
