What the inspector wrote

Licensing Program Analyst (LPA) Veronica Martinez Garza conducted an unannounced Annual/Random inspection at the above facility on 01/26/26 at 01:20 pm. LPA knocked on the door and waited for a response; however, no one opened the door. LPA then attempted to contact licensee to the number on file, but call went to voicemail. LPA left a voicemail and left the premises at 01:25 p.m. Licensee returned LPAs call and stated she was home. LPA returned to the facility at 01:35 p.m. and met with Cynthia Flores licensee who guided LPA on a tour of the facility. There were 2 children napping (1) in the living room on a cot and (1) in the dining room in a play pen. According to the licensee, 09 children are enrolled, and are not in the facility at the same time since their schedule varies. Operation hours are Monday \342\200\223 Friday 06:30 a.m. \342\200\223 05:40 p.m. This is a one-story home which consists of 3 bedrooms, 2 bathrooms, living room, dining room (nap only), kitchen, laundry room, front yard, backyard (fenced), and garage. Areas accessible to children include the living room, 1 bathroom, and back yard (fenced) for play. Per licensee, areas off limits to children and parents include 3 bedrooms, 1 bathroom, kitchen, laundry room, front yard, and garage. Family members residing in the home are 3 adults and 1 minor. According to the licensee, there is (1) cat and chickens on the premises and off-limits to children. LPA toured all areas identified on the facility sketch used by children during this visit and were inspected for safety, comfort, and cleanliness. Tour began in the children\342\200\231s bathroom which is located in the entrance of the home. The children\342\200\231s bathroom was observed to be safe and in sanitary conditions. LPA then continued the tour into the living room where LPA observed age-appropriate toys, equipment, and materials for children. Page 1 of 4 LPA also observed stored cots and a barricaded fireplace. There is (1) mounted child proof gate in the entrance of the facility leading towards the living room. There is another child proof gate between the living room and dining room. According to the licensee, children do not have access to the dining room, kitchen, and the rest of the home. Children walk through the dining room to access the backyard. There\342\200\231s also a first aid kit readily available. At 01:41 p.m. smoke and carbon monoxide detector were observed to be operable. The valve on the required 2A10BC fire extinguisher indicates fully and was serviced on 10/29/25, per the attached service tag. Per State Fire Marshall standards, fire extinguishers shall be serviced annually. LPA observed the following required posted documentation in the living room: Facility License, Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness form, LIC 610- Emergency Disaster Plan and PUB 269 California Child Passenger Safety Law. All homes shall conduct fire and disaster drills at least once every six months and document the date and time of each drill. Last drill conducted was on 12/19/25. Children\342\200\231s roster was available for review during the inspection. Per licensee, food is provided to children. Licensee was advised that if food is brought from the children\342\200\231s homes, all containers must be labeled with the child\342\200\231s name and properly stored or refrigerated. The facility has a working telephone, ventilation, and heating. Detergents, cleaning compounds, medications, and other items which could pose a danger to children were observed to be inaccessible to children. The licensee states there are poisons stored and locked in the storage located in the backyard. According to the licensee, there are no firearms, weapons or bodies of water in the home. Children use the back yard for outdoor play. LPA observed adequate shade and age-appropriate play equipment. LPA did not observe any objects that could be hazardous to children in care. LPA advised the licensee to check with the American Standard Testing Materials for Playground Guidelines and/or to use the manufactures recommendations for the playground equipment in efforts to be more in line with safety guidelines. Licensee understands that children should be supervised at all times. Children and staff records were reviewed and observed to be complete. Children and staff names were documented on the LIC 811, and a copy was provided to the licensee during the inspection. Page 2 of 4 AB1207 Mandated Child Abuse Reporting \342\200\223 On or before March 30, 2018, any person who works in a child care facility shall complete the training and renew the training every 2 years. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the licensee Cynthia Flores confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Page 3 of 4 At this time, the facility is in compliance with California Title 22 Regulations. Therefore, there are no deficiencies being issued today. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Cynthia Flores.
