What the inspector wrote

A current Personnel Report and children’s roster were also obtained. Regarding the allegation that the staff spoke to day care child in an inappropriate manner, six (6) out of six (6) staff denied using inappropriate language or tone with children. Staff #1 (S#1) stated she had not previously received concerns regarding staff using harsh, inappropriate, or abusive language with children. Staff #1 through Staff #6 all denied using or witnessing inappropriate or harsh language toward children. Staff described using redirection, calm communication, getting down to the child’s level, offering children space to calm down, and seeking assistance from coworkers or the Director during stressful situations. Overall, interviews conducted did not reveal disclosures or observations of staff using inappropriate language with children. LPA interviewed five (5) preschool children, and no disclosures were made regarding the allegation. Five (5) out of five (5) children stated they liked their teachers and described teachers as helping them when they felt sad or upset by talking to them, comforting them, or reminding them that their parents would return. Four (4) out of five (5) children reported teachers responded to rule violations by reminding children to follow rules, having them sit at a “peace table,” or directing them to calm down. LPA conducted interviews with four (4) parents, and no disclosures were made regarding this allegation. Four (4) out of four (4) parents consistently reported high levels of satisfaction with the preschool, stating that their children are well cared for, safely supervised, and receive appropriate attention to daily needs. Regarding the allegation staff left day care child soiled for an extended period of time, six (6) out of six (6) staff reported routine and frequent toileting/diaper checks and toileting needs are addressed consistently and in a timely manner. Staff stated that children are closely supervised during bathroom use, with teachers ensuring visual supervision and assisting when necessary. All staff interviewed reported that they have not experienced incidents of children remaining in soiled diapers or clothing for extended periods. LPA conducted interviews with four (4) parents, and no disclosures were made regarding this allegation. Four (4) out of four (4) parents consistently stated being satisfied with how diapering and hygiene needs are handled at the facility. They stated that staff communicate appropriately regarding diaper changes and toileting, and that their children’s needs are addressed promptly and appropriately. Page 2 of 4 All parents expressed that they have not experienced any concerns related to diapering practices and indicated that they are satisfied with the cleanliness, supervision, and overall care provided. Regarding the allegation, staff does not ensure the facility operates in a ratio, six (6) out of six (6) staff stated that appropriate staff-to-child ratios are consistently maintained throughout the day. Staff described active oversight by the Director, who makes regular rounds, monitors ratios, and provides support during staffing shortages or transitions. All staff interviewed reported that they have not experienced incidents of being out of ratio and indicated that visual supervision of children is maintained at all times through coordinated staffing and communication. Per director, staff-to-child ratios are consistently maintained and are a priority at the facility. Director explained that each classroom is typically staffed with two teachers and that ratios are monitored closely throughout the day, with adjustments made as needed during transitions, breaks, or staff absences. The Director reported that she actively monitors ratios by making regular classroom rounds, assisting in classrooms when necessary, and coordinating staff coverage by combining classrooms or calling additional staff if needed. LPA reviewed staff timecards and children’s sign-in and out sheets from 12/2026 – 03/2026, and based on LPA's review, the facility was operating within the required teacher-child ratio on these dates. RP did not provide a specific timeframe. This agency has investigated the complaint alleging that staff spoke to day care child in an inappropriate manner, staff left day care child soiled for an extended period of time, and staff does not ensure facility operates in ratio. Staff interviews, parent interviews, child interviews, and record review did not provide evidence to support the allegations that staff spoke to a day care child in an inappropriate manner, that a child was left in soiled clothing/diaper for an extended period of time, or that the facility failed to maintain required staff-to-child ratios. Based upon the evidence as presented above, the allegations has been determined to be UNSUBSTANTIATED. Page 3 of 4 A finding of Unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of evidence to prove alleged violation(s) did or did not occur, therefore at this time the above allegation is unsubstantiated.
