What the inspector wrote
At 9:45am, Licensing Program Analyst (LPA) Stephanie Li conducted an unannounced annual inspection to the above facility. A risk assessment was conducted upon entry. LPA met with Licensee Asha Tennakoon, who led LPA on a tour of the facility. There are currently 18 children enrolled. There were 3 adults and 12 children present upon arrival. Facility capacity is in compliance for a Large Family Child Care Home. Hours of operation are Monday-Friday, 7:30am - 5:30pm.
This is a one story home, which consists of 2 bedrooms, 1 bathroom, living room, kitchen, wash room, front yard and (fenced play area) back yard. There is an ADU unit #A in the back with driveway, where licensee\342\200\231s relative resides and has their own child care license. Children have access to the living room, 1 bedroom, bathroom, kitchen, and back yard. Off-limits to children in care is 1 bedroom and back ADU and side driveway. Per Licensee, there are no weapons or fire arms on the property. No bodies of water were observed.
All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. There is central AC and heat. There is telephone service via cellphone and landline that stays at the facility during operation hours. Licensee\342\200\231s cell number and email were verified during visit.

The following was observed and reviewed during this inspection:
LPA observed that the following required postings were up: Facility License, Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness form. LPA reviewed facility records for LIC 9040- Facility Roster, LIC 610- Facility Disaster Plan. All homes shall conduct fire and disaster drills at least once every six months, and document the date and time of each drill. Log was observed on parent board, last drill conducted 4/1/2025. And a drill is due this week.
There are toys, equipment and learning materials available for children. There are mats and a cribs available for each child to nap. First aid kit is available. Drinking water is available through filtered water. License participates in the Options food program and provides breakfast, lunch, and am/pm snack.
LPA observed the required fire extinguisher 2A 10BC, last serviced on 03/1/2025 per service tag. Per State Fire Marshall standards, fire extinguishers shall be serviced annually. Smoke and carbon monoxide detectors were tested and are operable. Cleaning compounds, and medications were observed to be in assessable. Per Licensee, there are no poisons in the home and understands that all poisons must be locked, to be made inaccessible to children. Licensing staff reminded licensee smoking is not allowed in a family child care home. The restroom that children use was observed to be safe and sanitary.
LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA reminded licensee that safe sleep check and log must be conducted for children ages 0-24 months old. Licensee currently has 1 one year old present which is her own child.

At 10:30am, LPA observed the back yard area.
The outdoor play area was observed to be fenced. At this time, children are using the back yard for outdoor play time and curriculum. There is appropriate play materials, play houses, sensory materials and toys for children to use. There is a gated driveway that is inaccessible to children in care that is designated as the play yard for relative's child care license. LPA reminded licensee that children from other (relatives) license can not come over to her facility due to capacity limitations. LPA advised that when program is under capacity, parents must give consent in writing and both facilities must maintain children files if children are going between both programs. LPA reminded licensee that capacity limitations must be followed per each facility license. LPA printed capacity regulation worksheet for licensee during visit. The licensee is observed to be operating within the license capacity limitations.
Adult and children\342\200\231s records were reviewed, including emergency information and were observed to be complete. The licensee has completed Pediatric First Aid and CPR. exp 3/2027. Licensee has completed Mandated Reporter AB 1207 Child Care Training exp 2/10/2027.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Currently, the licensee is in compliance with California Title 22 Regulations. There are no citations being issued today.
A notice of site visit was given and must remain posted for 30 days.
