What the inspector wrote

Regarding the allegation: Staff force feed children. Reporting Party (RP) stated that staff observed children being force fed by S2, S3 and S5 (date unknown). According to the RP, two staff witnessed S2, S3 and S5 force feed children by shoving food into the children's mouth. LPA interviewed seven staff. Two staff interviewed corroborated that they observed S2, S3 and S5 force feed children on separate occasions. One of the Staff indicated they witnessed the force feeding some time last year and the other Staff indicated they witnessed the force feeding towards the end of January of 2026. S2, S3 and S5 deny that they force fed children. LPA reviewed random video footage dated 03/02/26, 03/09/26, 03/16/26, 03/23/26, 03/30/26 during lunch time in the classroom in question and did not observe children being forced fed. LPA was unable to view video footage of the times which the two Staff members alleged the incidents occurred due to videos not being available before February 19th, 2026. LPA interviewed C1 to C3 who were identified as the children who had been force fed but the children did not provide corroborating information that they were force fed. LPA also interviewed P1 to P3 who stated that their children were not force fed. Based on LPA’s interviews and observations: Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore at this time the above allegation is unsubstantiated. Exit interview conducted with Director Anqi Zhang and a copy of this report and appeal rights provided. A Notice of Site visit was also provided and must be posted for 30 days. page 2 of 2
