What the inspector wrote

An announced pre-licensing site inspection was conducted today by Licensing Program Analyst (LPA) Crystal Green to inspect and measure facility for capacity determination. Due to COVID- 19 precautionary measures were taken, individuals present during inspection wore appropriate personal protective equipment. The applicant is requesting for a Change of Ownership. Facility location is currently operating under license #198005337 (All Seasons Children\342\200\231s Learning Center). Applicant's is seeking to provide care for 71 preschoolers. Licensing staff met with Applicant\342\200\231s, Shri Raval and Anoop Sharma, who guided analyst on a tour of the facility. Also present during this inspection were Maria Potter, facility's current owner and Minerva Facenda, Director. As a COVID- 19 precautionary measure, Applicant states that parents drop off and pick up will be conducted in the main lobby area of the facility. Staff will conduct temperature checks prior to accepting the children into the classroom. LPA observed each classroom to have its own sign in and sign out log located outside each classroom along with a designated clean and dirty pens cups. LPA observed the facility to be adhering to local public health guidelines. At 10:45 AM, Licensing staff was guided through a tour of the proposed preschool classrooms. The facility is currently operating, LPA observed a total of 55 children with 6 staff members. The facility has a total of 6 classrooms. The proposed preschool classrooms will be classroom 1 (Early Learners), classroom 2 (Pre- K), classroom 3 (Kindergarten), classroom 4 (Kindergarten), classroom 5 (Empty), and classroom 6 (Jr. Pre- K). Individual storage space was observed available for each child. LPA observed cots available in each classroom. The cots were observed to labeled for each individual child. Report Continues Page 1 of 2. LPA observed a total of 6 toilets and 6 sinks available for the preschoolers. All toilets and sinks are in safe and sanitary operating conditions. The facility has a designated ill/isolation room. LPA observed the room to contain a couch for ill children to rest. Cot is also available for Ill children. Ill children will use the staff restroom. LPA observed the preschool to have several emergency/first aid kits located in the facility. There are smoke detectors and fire extinguishers located throughout the facility. At 10:55 AM, Licensing staff was guided through the proposed outdoor activity space. The outdoor playground was inspected for safety, cushioning material, good repair and age appropriateness. LPA observed age appropriate play equipment and toys. There is adequate shade available to children via canopy and trees located in the outdoor play area. LPA observed water fountains be made inaccessible to children located both indoors and outdoors. Per Director, children will not utilize the water fountains as a COVID precautionary measure. Parents provide sippy cups for their child. There is a kitchen on the premises that is off-limits to children. Facility will continue to provide AM/ PM snacks and Lunch to the children in care. No transportation is being conducted by the facility. Medication: This facility will provide Incidental Medical Services \342\200\223 IMS. A fire clearance for the change of ownership was received and approved by Arcadia Fire Department. At this time, the facility is in compliance with title 22 regulations. Per applicant's and current owner request, facility Change of Ownership transfer will be effective on 10/01/2021.
