What the inspector wrote

On 10/21/25 Licensing Program Analyst (LPA) Lilli Babcock conducted an unannounced Annual Inspection. LPA met with Director, Teresa Fuentez, to whom the reason for the visit was explained. Director guided LPA on a tour of the facility. This is a preschool program with a Toddler Component which is currently licensed for a capacity of 132 children and operates Monday - Friday from 7:00 AM - 6:00 PM. Per Director there are 75 children enrolled. Census was taken upon arrival and the following staff and children were observed by LPA to be present: Toddler Classroom: Three staff with 18 children, Early Preschool: Two staff with 11 children. TK: One staff with 12 children. Preschool 1: Two staff with 19 children. Per Director, the Pre-K 1 Classroom is not currently being used due to low enrollment. Teacher-child ratios were observed to be in accordance with Title 22 Regulations. Staff names were recorded. LPA confirmed all individuals present have obtained a criminal record clearance. All children were observed by LPA to be under supervision, including visual supervision, of a teacher at all times. The licensed facility is within the conditions, limitations, and capacity specified on the license. All areas identified on the Facility Sketch were inspected and the following was observed: Page 1 of 5 Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Children have their own labeled cubbies to store their belongings. There are safe toys, play equipment and materials observed for children in the classrooms. Per Director, linens are provided by parents and taken home every Friday to be washed by parents. The facility has extra bedding available if needed. Napping equipment (cots) were observed in all rooms. Per Director, the isolation area is located in the office, and one staff member will provide 100% supervision until ill child is picked up from the facility. Availability of indoor drinking water was observed in classrooms. Children in all classrooms bring refillable water bottles with names on them from home and there is water in a jug available to refill the water bottles as needed. Children’s water bottles and the water jug are taken outside during outdoor play. LPA observed the facility to have an operable carbon monoxide detector on this day. Last Disaster Drill was conducted on 10/14/25. LPA advised that a disaster drill must be completed once every 6 months. LPA observed all required posted forms to be posted in the lobby of the facility. Disinfectants, cleaning solutions, medications and other items that are dangerous to children, were inaccessible to children. LPA observed Epi-Pens for two children which were expired. Per Director, one of the children with the expired Epi-Pen is no longer attending childcare at the facility. Director stated the facility will contact the parents to pick up the expired Epi-Pens and obtain a replacement Epi-Pen for the child that is still enrolled if needed. Per Director, there are no poisons on the premises. First aid kits were located in each classroom. All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter, rubbish, rodents, and/or any other vermin. LPA observed all storage containers for solid waste, including moveable bins have tight-fitting covers that are kept on, and in good repair and trash cans used to discard food have tight fitting lids. LPA observed the floors to be clean and safe. Page 2 of 5 Outdoor playground equipment is in a safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. There are safe toys, play equipment and materials observed for children outside on the playground. The facility has a waiver for the toddler program to use the preschool playground on a staggered schedule. Staff records were reviewed. LPA observed at least one person trained in Pediatric CPR and Pediatric First Aid present during this inspection. LPA observed staff immunization records (Influenza, Measles, and Pertussis) to be complete for files reviewed. Children’s Records were reviewed and inspection of required forms were made. In review of children’s records, files contain information including, but not limited to the following: Name, address and telephone number of the child's authorized representative and of relatives or others who can assume responsibility for the child if the authorized representative cannot be reached when necessary.
